Starks

Hi, my name is Starks, I rawscan and edit Inuyasha for my group, Freelance-Manga.
For far too long I have for the most part been lazy due to a lack of free time in college and ignored the quality standards for scanlations. I've been out of school for a few weeks and I'd like to change that and go all out, if only for the final chapter coming up in the next few days. Therefore, I kindly ask you for your advice on how to bring my skills and releases to an MQ level.
Here's the situation.
What I scan (converted to 85% quality JPEG for filesize convenience):

What I produce (even I will admit that its pretty LQ):

I scan my Shounen Sunday raws at 300dpi 24bit RGB as uncompressed(?) TIFFs on an HP Photosmart C3180 using XSANE (I do also use VueScan or HP's TWAIN application from time to time). . Paper color can vary week to week between lime (medium), salmon (hard), and cream color (easy) and usually dictates to me how dirty the raw will be and the relative difficulty of the preclean and leveling, which is pretty much all I do. For the past few months, ALMOST EVERY SINGLE PAGE has has been overwhelmingly black, just like this one. Whenever I follow the guides and attempt to use the burn tool, cleaning becomes far too arbitrary and ends up looking horrible.
What is the best way to approach this using traditional cleaning methods or denoisers?
