Which shinobi would be able to hold his ground against any opponent? Is it Pain, Naruto Kakashi who is it? Dead or Alive shinobis, the entire narutoverse. My vote is the 1st hokage, Shodai stood up against bijuus and the sharingan and everyone else that came his way.

There are only a limited number of poll choices available on a poll. (I forgot the exact number, but I want to say about 30.) So, if you are talking about any ninja ever shown in the manga, you are probably better off without a poll, because you can't cover everyone.
(If the thread starter comes up with a poll though and wants one added, he can contact a moderator.)

i would like to not add people like shodai hokage and hokage simply because right now they seem to be in a league of their own at present i dont think any shinobi is capable of standing up to them
i think that uchiha itachi and jiraya sama were the two most complete shinobi of all times both had a variety of jutsu's both were level headed and composed during fights had a jutsu for probably every situation

In terms of most complete, but not most powerful, it's without a doubt Kakashi. He is literally good at everything, he's not bad at one ninja art, and is actually quite amazing at things like ninjutsu. He can open at least 1 gate, is highly intelligent, and is all around a badass.

Nagato for sure
he has insane level of chakra, can use all elements, control mind, body and soul, control life and death and can use all the jutsu in the world. we've seen various 1 hit 1 kill jutsu from him plus jutsu that can destroy a whole village in one hit

Kakashi of course. He's very good at ninjutsu and taijutsu, he can also use genjutsu, fuuinjutsu,kuchiyose and he's very smart and intelligent.

It's hard to say...we have nagato, who has dousjutsu can control 6 elements etc.
sandaime "The professor"=>the nickname says all.The sannin, itachi,kakashi all proved to be quite complete, let's not forget minato. So I'd say nagato, becuz he had the potential, but IMO he didn't reach his highest. So Sandaime would be the one I think...on tie in second place are the sannin, pick one...we have a load of powerful shinobis, who have the reputation of knowing loads of jutsu of any kind...it's hard

Kakashi probably. He has genjutsu, ninjutsu, and taijutsu skills. Not to mention he has the most ridiculously overpowered kekkai genkai. He also has battle experience through a war and what not. Plus, he's smart and not that cocky (he was cocky vs. Zabuza, but since then, not quite as much), unlike say... Sasuke. He's not really the best at anything, but he's good at everything.
Another good candidate is Pain, if he comes up against an uninformed opponent, their chances of winnign would be very low. Keyword is uninformed, Pain's secret is his greatest asset.

Yeah, kakashi is the best, but kakuzu did know all of the elements, so he could put up a fight against any elemental jutsu and he is a pretty good taijutsu user.

Kakashi - his an all around fighter with everything, the rest was said. He is a definition of the words "the most complete shinobi".
I would also said Sasuke part 2 with CS - I know it's like cutting him by half, but really he was also a nice all around fighter back than, similar to Kakashi I would even daresay. But from the moment he awakened MS - it's not the same "all around" fighter anymore, so I can't say his right noww what he used to be. Sad, but true. His "a shelf of his former self" aka Itachi style.

Yeah Sasuke was quite a complete shinobi before he atain MS now it's only MS spam everywhere.
Kakashi has a lot of jutsus but his lack of stamina doesn't allow him to use everything he's got.
Old man Sarutobi was also quite complete and all his students as well specialy Jiraya and Oro.
Kakuzu also is a complete shinobi with all elements good taijutsu and seems a smart.
And we also have itachi but he seems more like a gejutsu master.
My pick would be Sarutobi or Jiraya and Oro

Jiraiya's weakness is genjutsu. Three listed above are quite proficient in ninjutsu, taijutsu, and genjutsu. Well, not sure about taijutsu with Nagato and prob genjutsu.

First of all, lets not confuse "the most complete" with "the most powerful"... thats two completely different things. Nagato is by far the most powerful we have seen, but was easily done in by a passage from a book...
The most complete shinobi IMHO probably is either Kakashi, Sasuke, or Itachi....
Yea, they are all of the hated Sharingan user faction, but they all have shown the greatest variance in skills so far. They all can use genjutsu, taijutsu, and ninjutsu at reasonably high level.. plus have the ability to plan ahead... which is probably the most important aspect of being a shinobi...

Nagato was said to be able to use all elements but never showed the ability. Also never showed the ability to use or avoid(depends how you look on it) genjutsu, and somewhat lost in taijutsu to Jiraiya and Naruto...
So being a "complete" shinobi really isn't that accurate IMHO... its more like he was the most over powering/dominate shinobi we have seen...
... where as someone like Kakashi has shown the ability to use all facet of shinobi-dom... just not at the same level as some other shinobi...

I'm going with Kakashi. All Jutsu, three elements, and a sharingan. All of which he's used with the highest skill. Plus, he's very well informed about a variety of potential opponents as long as they were not a member of Akatsuki.
Seems like he is every bit as famous as the legendary three.

To me it's with out a doubt Kakashi,variety should be his middle name, he has his own developled Jutsu(Raikiri),3 elements, summons, sharingan, MS jutsu, over 1000 jutsu, multiple variants of the KB, basically he's the most complete shinobi that we've seen so far.
An Equally good choice would be Jiriaya, or more specifically, HM Jiriaya, Base Jiriaya's only shortcoming is his lack of abilty in USING Genjutsu , HM turns his weakness into one of his biggest strength in Frog Song. Making him the Strongest and Most complete, though, only in Hermit mode.
Im gonna have to disagree completely with people's opinion that Itachi should even be in the top 5 most complete shinobi, he can be argued as possibly the top 5or 10 strongest, but not most complete.
Itachi lacks variety more so than most shinobi of his caliber, he doesn't have summons,wide array of jutsu or hasn't shown much mastery of elemental Ninjutsu either, not to mention has shown very little in the tai category.
Pre-MS Sasuke, Nagato, Oro, and Old Sarutobi, even Current Sasuke, are a lot more rounded or "Complete".
Itachi in a sense can be compared to that of Naruto, Very strong fighters with few, but, powerful/effective jutsu. There more "Bread and Butter Shinobi" like Killer Bee, Gai, and the Raikage.

Jiraiya and Naruto were in Sage Mode though. And you consider Pain as Nagato? I haven't thought about Pain as Nagato as he controls the bodies, but isn't them himself. And Jiraiya's commented on Nagato being able to use all elements to its highest degree, I think. I could be wrong though. And didn't we see Pain/Nagato use his stick to inflict genjutsu on Naruto, Kakashi, and Jiraiya?
Is there any shinobi that can use all facet of "shinobi-dom" to its highest level though? Looks like the Rinnegan users have the possibility.

Nagato had the potential to become the most complete but he never reached his full potential.
Kakashi Has every parameter of shinobi arts at it's highest level (or almost at it's highest level).

By what we've seen so far. Definitely Kakashi, no doubt. He supposedly has 1000 jutsu. Has good jutsu for several elements and can thereby counter most jutsu efficiently as well as having deadly jutsu. He has vast knowledge, is very intelligent, has great speed, is an ok genjutsu user from what we've seen, is great with seals, great tactician and very good in taijutsu and of course he has the Sharingan which helps him greatly in every aspect except stamina, which is also the only area he really lacks in. Itachi is also good, but he doesn't have the jutsu variety to match Kakashi in being a "complete ninja", neither does Sasuke for that matter. After that I'd guess Sandaime. Nagato was probably a very complete shinobi as well. But we never really saw him use elemental attacks except the one Fuuton attack he used when he was training with Jiraiya. So I'll say we lack info on him.

Orochimaru. He can do everything that kakashi can and can do sealing jutsu on top of it all.
More than that, he is proficient in every aspect of being a ninja. And he can use a sword.

There are a couple who are almost perfectly balanced lol. Kakashi as mentioned before is good at everything. Sasuke is also fairly proficient at every ninja art(granted he is not the strongest though). Itachi was also good at everything and his stats back it up. Sandaime has been implied to at some point have mastered every ninja art and the databook would imply the guy at some point had 40/40. Orochimaru was also a beast, he knew everything. Jiraiya would be here should he be any good at genjutsu lol. Pein never did any genjutsu but given his lack of blind spot and number of bodies I would think he was good at everything too.

Pretty much,,, if u want to find the most accurate answer u would simply need to go with the databook stats,,,, being complete isnt only about ninjutsu and taijutsu or genjutsu, its also about being smart, ur speed, ur strength everything.... so on that note,,, the most complete ninjas are Oro,Jiraiya and Itachi (having 2.5 in stam due to his illness) tied with 35.5/40,,, databook doesnt include every1 tho like Zetzu,Madara,Minato,Nagato and some other few. And again we arent talking about the stronger but the most complete so the stats dont lie there,,, and it actually gives us a good idea of how strong they are/were.
Databook is official and written by Kishi himself, no point to argue and try to go against him...

No the Data book isn't a good source in this case and why? because someone can have a 5 at ninjutsu but wiil never have the great array of jutsus kakashi has. Or a 5 at stamina but it's not at the same level as Naruto or kisame cause there's cases in wich some people supass the scale.

Orochimaru doesn't to me, have Kakashi's raw Taijutsu skills, he's just a freak. Then again, by being a freak, he could fight hand to hand with the 4 tailed Kyuubi.
Not to mention, as smart as Orochimaru is, he isn't battle field savy like Kakashi is. Orochimaru is chemistry set smart, he knows how to dissect humans and shit to create crazy jutsu. Kakashi will in the midst of battle, find the weakness to that jutsu, counter it, and kill you.
But Orochimaru also has one weakness Kakashi doesn't. His pride. Orochimaru's biggest weakness was that he thought he was better than all those before him, and it took two Uchiha's, both of whom he could be a grandfather too, to show him that he could never be as good as he wished.

The most complete shinobi is a sharingan user. Sasuke,Itachi or Kakashi. Pick your posion. Out of these three, Kakashi is the best in Tai because he can open at least on gate. Itachi in Gen because he can use it just pointing his finger. Sasuke in Nin cause of Kirin,and his Manipulation of chidori,and Amaterasu.

I'd go out on a limb and say there wouldn't be anyone that could beat him if he had Naruto's endurance. Kakashi's only downfall is that he doesn't have a lot of stamina and his best techniques eat up a lot of chakra.

One things for sure Kakashi doesn't get the respect he deserves as a fighter, which to me is strange, because in the manga it's proven the contrary. Even the strongest of fighters have respect for him and his abilities, Itachi, Dei, Kakuzu, Nagato, Madara, Raikage, Jiraiya, Tsunade etc. have all tipped there hat to him in some way.
I don't think I'm going too far in saying that Kakashi is a living legend, and there isn't a shinobi talked about as highly or as much as Kakashi has been by his Peers/Enemies.

No, he is just one of the most skilled fighters of his generation. That is why he gets credit. He is easily the strongest of his generation in konoha, but not the strongest out there. Not even close to a legend yet.
Don't forget, for all his ability, he is not as good as Itachi, nor can he even hope to match one of the sanin (by his own admission). He is more of a complete shinobi compared to most akatsuki members, but not compared to Itachi or Orochimaru (and probably the fourth).
Itachi has ninjutsu greater than Kakashi, genjutsu greater than kakashi, taijutsu (going on the fact that his kunai skills were better than his jounin dads when he only a child). For an anbu captain at his age, I doubt that he can't use sealing jutsu or space time jutsu.
Only his health sucks, which is not being debated here.
But I still put orochimaru as being more compete. He was going to be the hokage if he wasn't so obviously psycho. This is in place of the fourth and replacing the third, not like danzo or kakashi taking the role because everyone else is dead. His taijutsu skills are the only ones that we have yet to fully see, but there is no chance that they were not top of line (he took out 2 anbu, enma and the third when he ran away and could compete with jiraya who was a taijutsu beast).

Exactly complete shinobi, Kakashi has quite low stamina not making him the most complete. Orochimaru according to Kishi scores 5 in intelligence, so he would be pretty smart enough when the situation calls for it, though probably not a strategist like Kakashi. Orochimaru with all the experiments he did would have just about most counters to jutsus except for really haxd ones such as MS.
Orochimaru has quite good taijutsu skills, not top tier like Raikage or Sage Mode Naruto, but good enough. If it isn't Oro, then Sasuke comes to mind.

it didn't hindered him to nail naruto to the ground.
1. the most complete one is nagato. besides genjutsu we saw everything and more. but i'm sure nagato could genjutsu, he just didn't needed to used it.
2. sarutobi hiruzen knew the counter for every konoha jutsu and had unrivaled strength. his fame speaks for himself.
3. kakashi knows over a thousand jutsu, which helps him to counter nearly everything. he is very smart and is good at genjutsu, taijutsu and ninjutsu. also he handles his sharingan nearly perfect for not being an uchiha. only his low stamina is a problem.
4. since i can't decide, i put uchiha itachi and hashirama senju on the fourth place. they had everything, gen-, tai- and ninjutsu. also great kekkei genkai, intellect and power.
5. jiraiya and orochimaru are on the fifth's place. jiraiya had no genjutsu but great stamina and a wide array of ninjutsu and seals. orochimaru was good at nin-, gen- and taijutsu. he also has many forbidden jutsu but relies too much on his white snake body. they are both great but the ninja i mentioned before are a bit completer.

Chakra shouldn't make you any more or less complete as a shinobi, that's irrelevant to your overall skill and area specialization.

My vote is for Kakashi for the various reasons already posted, close second would be a toss up between 3rd hokage, J-man and Oro...to me Sasuke is just an MS spammer now, before he achieved that he was pretty complete

Thinking about it a little more, I think sandaime and itachi are the most complete of all. The databooks suggest they had mastery of every form of ninja combat(ninjutsu, taijutsu and genjutsu) plus 5 points in intelligence and seals. Sandaime on top of that has his stats of his old age meaning that in the good all days he had superior speed, strength and stamina. All in all sandaime could have been a 40/40 in an ideal case making him almost the perfect shinobi. Itachi also follows a similar pattern considering his stamina was implied to have been drained by his desease. He also does not seem to have any form of superhuman strength but on the other hand he has a KG. So itachi has almost perfect stats plus a KG, which can make up for any deficiencies he might have.

It does because stamina is a factor in a fight therefore the complete and ideal shinobi should have high level stamina. Sasuke has pretty much everything Kakashi has and more.

Kakashi would be better IMO because he knows how to seal. Orochimaru commented he didn't long ago, meaning he learned something new. I think Kakashi is one of the most complete shinobi and can be even more complete if given a chance.

Itachi, he was calm, collected, didn't overestimate himself and rarely went all out. His strategies predicted even distant future events, not only 200 steps ahead.
Also he was a well rounded nin with impressive justu. Not to mention the poker face.

The problem is Kakashi is good at just about everything, and shinobis like Oro, Itachi,and Sasuke are great at some stuff and good at the others. I would defintely pick Oro, or the Uchihas brothers over Kakashi.
Thats one reason why Kakshi don't very many battles.

I like how many people are choosing Kakashi as their pick, as he's my choice too.
We're not talking about the strongest ninja, in which case many are more powerful than Kakashi. I think he's the best example of a shinobi because of his calm, collected thinking, plus his talent in every aspect of the ninja art.
The reason none of the Uchihas make the list is because they have a tendency to rely on their sharingan too much. While this also holds true for Kakashi he does not abuse the sharingan since he physically can't, so has to balance his eye powers with all of his other nindo.

Really, Kakashi owns Sasuke in almost every apect. He's also more complete than Itachi. We're not talking about power here. Even though a character has 5 in ninjutsu doesn't mean he's better in ninjutsu than the character with 4.5. Would you say Hidan is a 5? First let me break down Sasuke.
Sasuke vs Kakashi: The only area Sasuke may be more "complete" than Kakashi is in genjutsu, and powerful ninjutsu attacks, not ninjutsu in general as well as a bit in stamina. Kakashi exceeds Sasuke in every other aspect really.
- Taijutsu. Easily better than Sasuke.
- Ninjutsu (yes he's a more "complete" shinobi when it comes to ninjutsu because of his variety. Kakashi may not have jutsu like Chidori Nagashi, Chidori spear and so on. But he has other jutsu to make up for it. Also he has Sharingan just like Sasuke. And even has a very nice MS jutsu, though Sasuke has 3. This makes Sasuke have more powerful jutsu than Kakashi. But Kakashi's variety makes up for it. He can counter a far greater variety than what Sasuke can.
- Genjutsu. Sasuke takes this one even though they're equal in Databook stats.
- Inteligence. Kakashi takes this one easily. He's a much smarter fighter than what Sasuke is.
- Strength. Equal in Databook stats so I'll go with equal.
- Speed. Equal as well. Though I really want to say and believe Kakashi is faster, but because of equal stats I can't say it.
- Stamina. Well Sasuke takes this one.
- Seals. Kakashi takes this one easily.
On top of this Kakashi has vast knowledge of just about everything as well as a 100 times more experience than what Sasuke has. Kakashi would probably give Raikage a far better fight than what Sasuke did. I'll even go as far as to say that Kakashi may have won if he fought Nagato with all his powers instead of his powers being split into several bodies, forming Pain. He would at least have a better chance that Sasuke. This easily makes up for Kakashi's slight disadvantage in genjutsu and stamina.
To me he's really a more "complete" shinobi that what Sasuke is. But would he win against him? It would be a close fight at least. But he is definitelty more "complete"!
Same goes for Itachi really. Itachi may have better stats in some parts. But really Itachi has almost no ninjutsu at all. Some Katon and Sharingan jutsu, while Kakashi has a huge ammount of ninjutsu attacks. The only area Itachi is better than Kakashi in is genjutsu, and slightly in speed. But really Itachi's lack of ninjutsu is his great weakness. Kakashi is more "complete" than Itachi, but Itachi would murder him in a fight.
This is my take again, I won't repeat this another time xD If you're not convinced now then I'll let your opinion stay the same.
Also, Sandaime is of course the most complete shinobi if you consider dead people. He is basically an improved Kakashi.

Honestly though, I think someone like Itachi comes pretty close to Kakashi, he has shown to have a slight variety of jutsu, like his exploding clones, Shadow clone crow things etc.

Of the ninja's we've seen I would say Jiraiya.
His Taijutsu and Ninjutsu could equal pretty much anybody's. In the area's he lacked he made up for with his ability to summon frogs to fill those roles, like Genjutsu. They also probably prevented him from ever being caught at an elemental disadvantage because if he couldn't use the element he needed he could just summon a frog that can. So he pretty much had no weaknesses.:p
Itachi was strong across all area's as well but his health and stamina seemed to be an issue for him. So he would have matched up poorly against an opponent who could use that to their advantage.:amuse

Kakashi is more intelligent than Sasuke IMO, and he is also better at Taijutsu and Fuuinjutsu. Sasuke can't open up chakra gates, Kakashi can.
Also, as for Orochimaru, his need to change bodies once every three years was a big no no. How can you be the most complete shinobi if you are bed ridden because your body is literally rejecting you?
Itachi wouldn't be considered the most complete either because of his sickness and terrible eyesight. But he never had to be complete because of his overwhelming powers in genjutsu, and his MS and intelligence.
For me, it's a competition between Sasuke and Kakashi, with Kakashi having a slight edge.
I also agree in that kakashi has better taijutsu and intelligence than sasuke but I doubt he can use the gates. I am pretty sure that was just anime....
As for oro, that only happens when nearing the end of the 3 years. What about the beginning of the three years?

Going by the OP's terms, I'd say Rikudou Sennin. His hype goes beyond what Pein & Madara have. As for current shinobi, I'd say Pein based upon what we've seen.

Hashirama was also an accomplished Genjutsu-user (http://www.onemanga.com/Naruto/122/14/) and highly skilled in taijutsu (he had no qualms about charging a Sharingan-user head on (http://www.onemanga.com/Naruto/399/02/)). The truth is that Hashirama was great in all 3 (nin, tai, gen) of the major ninpou arts.

The reason i said i won't consider anyone until he is hokage is because its the job of a Hokage to lead and protect all of his village.3rd though a great shinobi,he failed measurably to stop Oro and allowed something as horrible as Uchiha massacre...perhaps the greatest shame in History of Konoha.I am not saying he was completely responsible for that,its that he can't evade responsibility as Hokage and its a failure that can't be forgiven.
On the other hand....1st was a great shinobi,with amazing power,pacifist,someone trig enough to reach a treaty with eternal enemies Uchiha and created the very Konoha....so his dream lives on....what more u can ask of a man.....he was so good a kage that even Uchihas preferred him to their own leader. I just hope that his brother wasn't fool enough to push Uchihas to a corner.....but a man can hardly be blamed for what his brother did.

Sigh.. We're not talking about being the best leader or being the strongest shinobi here. We're talking about having the most overall skill. And in Shodaime's case we really don't know enough about him to judge how "complete" he was. It doesn't matter if Sandaime partly failed in protecting Konoha from Orochimaru, or if he failed to stop the Uchiha massacre. That doesn't take away his overall skill. Sandaime is basically a better Kakashi, that much is known. So if Kakashi perhaps is the most complete shinobi with the facts we have at the moment, then it's pretty safe to say that Sandaime was even more complete. Again we're talking about overall skills in all the ninja arts. Not being the strongest shinobi. Shinobi like Shodaime could lose the title of being most complete simply because he sucks in genjutsu, just like Jiraiya does. I'm not saying Shodaime sucks in genjutsu because we don't know that. But we don't know if he's good either. And just because he fought Madara doesn't mean he's good in genjutsu or countering it. Uchiha's, or rather Itachi is known to be skilled in genjutsu. But we know nothing about Madara. Sasuke simply trained in genjutsu to be able to keep up with Itachi. As for Jiraiya's case. His lack in genjutsu talent makes him flawed, stated by himself. Which makes him drop in ranks of being complete. Kakashi on the other hand is good in everything that is called "Ninja arts" which makes him a complete shinobi, and I believe the most complete of the living shinobi with the facts we have.

But the frogs more than compensated for that and they were one of his primary abilities. So, unless summons don't count, Jiraiya was as complete a shinobi as you can get.
Where Itachi and Kakashi could both probably be outlasted, Jiraiya could not be. There was no area in which Jiriaya was weak, so i still say Jiraiya is my choice.:amuse

Sasuke's new found hatred, at times his cocky attitude can been seen as his downfall in terms of not being "complete". If he acted more like Itachi I'd say he was the most complete, but to me Kakashi still takes the cake.

To me Kakashi weakness (his low Stamina) is too hindering for him. (He's the guy with the less stamina of every shinobi I have ever seen in this manga!!)
After having make only but 1 Shadow clone, he's already beaten up (he lost half of his chakra)...
And then, he can do 1 or 2 MS jutsu and he's down.
Sasuke can spam MS jutsu like if there was no tomorrow and he can still stand with no problem against Kages... it's not even comparable, right now...
Give Kakashi more stamina, and I agree with you... :tem

When I think the "most complete shinobi," I am thinking of someone who has mastered all areas of being a shinobi. Jiraiya by his own admission (and his stats) wasn't that great with genjutsu. I don't know all of the Yondaime's skills; so, I have no way of saying he's the most complete either.
I say perhaps Nagato, because I don't recall seeing him use any fuuinjutsu. His ninjutsu obviously was the best of any character shown in the manga thanks to the Rinnegan. His taijutsu was okay; I wasn't amazed with it, but it is probably enough for him to be considered a master. (I haven't seen his DB stats; so, if he doesn't have a 5 in Taijutsu, then I don't consider him a master of it.) I don't recall seeing him use any genjutsu, and he fell prey to the frog song jutsu the sage toads used, not being able to counter it.
I don't recall seeing Itachi use any fuuinjutsu now that I think about it. So, maybe just Kakashi from your list. :amuse

Well, Kakashi doesn't per say have "low" chakra anymore. I think his fight vs. Two S-Class shinobi in Hidan and Kakazu proved this. He doesn't have Naruto, Kisame, or Jiraiya levels, or apprently Sasuke levels, but they aren't necessarily low.
Also, using when he fought Deva as an example of him having low chakra is kind of weak if you ask me because Kishi didn't even show us the whole fight. One minute, Kakashi is killing Asura, the next he is under a pile of rubble.

his stamina is average not low. it seems low while he uses many powerful jutsu. chidori, sharingan, ms; they all use a lot of chakra. when he is fighting without sharingan, he can fight for very long. he did not had stamina probs against zabuza, who was a beast and he had sharingan on.
if kishi gives kakashi more stamina, then he would be nearly unstoppable. he would be on itachi or sannin level. kakashi would steal naruto the show. he is already the most popular character.

But if he didn't have summons or couldn't enter into Sage Mode then he wouldn't have been able to cast genjutsu. Not fair to count summons since they bring their abilities in to complement their summoner's ability. Would Jiraiya have been able to do genjutsu without Ma and Pa? If not, he can't do genjutsu. So he's not complete. My opinion though.
Sage Mode and summoning shouldn't count IMO as it's jutsu or powerup, not really part of shinobi, but what they've learned.

But despite his low stamina, he's still well known, still alive, and still did pretty well against his enemies. He's taken on two powerful Pain and took down a body on his own whereas it took Jiraiya Sage Mode and two frogs to take down three.

Exactly, one of the reasons why he's complete is because he can improve on his weakness. His weakness was low chakra capacity, he worked on it and increased it. He knows his weakness and can better it or make it less of a weakness. Like how Goku trained his tail to stop making him weak. Kakashi isn't an Uchiha so Sharingan and Mangekyou Sharingan will take toll on him, greater than on Uchiha body.

He first used Sharigan Genjutsu on Orochimaru. Then again on Kabuto to show him what happened.
He later used it on Deidara, but Deidara broke it.
He also had a genjutsu battle with Itachi.
And also used one on that random Cloud-ninja. I suspect it was the same one he just used on Shi.

Thank you, ◆ T.D.A ◆. I had forgotten that one, and it certainly was a masterful fuuinjutsu. So, I once again Itachi a most complete shinobi along with Kakashi and Sandaime.
(I don't exactly considered having a kekkei genkai necessary for a shinobi's completion, but if you want to add it as something else a shinobi can/should have, then I suppose Itachi now would have to be considered the most complete shinobi, since Sandaime could never have a KG and Kakashi's KG-usage isn't authentic. :amuse)

If I had more info on Yondaime I would in essence put him up against anybody as the most complete. Being that we only know 3 of his jutsu's I will go with Kakashi. I will respond to the following post with both in mind.
Which shinobi would be able to hold his ground against any opponent? Is it Pain, Naruto Kakashi who is it? Dead or Alive shinobis, the entire narutoverse. My vote is the 1st hokage, Shodai stood up against bijuus and the sharingan and everyone else that came his way.
He was very strong. However, we do not know too much about him to say he was well rounded in tai, nin and gen or that he was a long, mid and close range fighter. By all means he is stronger then Kakashi but we are talking about most complete (in my mind well rounded) shinobi. We know Kakashi is a beast in Nin, great at tai and gen. He doesn't focus too much on power or solely on brain. By all means the first could be the most well rounded or he could have been the best match for sharigan and tailed beasts.
As far as Minato is concerned I don't think that the firsts trees could grow as fast as the 4th teleports. In laments term if he gets the seal on the first then he's fucked because rasengan WILL follow.
i would like to not add people like shodai hokage and hokage simply because right now they seem to be in a league of their own at present i dont think any shinobi is capable of standing up to them
i think that uchiha itachi and jiraya sama were the two most complete shinobi of all times both had a variety of jutsu's both were level headed and composed during fights had a jutsu for probably every situation

I'm not sure if Pain could beat the 1st and with the flying thunder god I think the 4th would actually own Nagato (just a great matchup. he has summons, the 5 sec interval would mean nothing. Hungry realm couldn't absorb the chakra if Mintao does it as soon as he comes out of his space/time jutsu unless hungry happened to be at the right place at the right time)
I can see Pain beating Itachi and we seen Pain beating Jiraiya. So if you pick those 2 you have to put Nagato/Pain in there.

I agree and disagree. I think most complete I think well rounded. Nagato/Pain had absolutely zero talent in genjutsu. Kakashi has over 1000 jutsu's sharingan to assist in tai (and must have been a beast before as he was jonin at 13 before sharingan) and has genjutsu 9maybe thanks the sharingan. It surely doesn't hurt)
Kakashi of course. He's very good at ninjutsu and taijutsu, he can also use genjutsu, fuuinjutsu,kuchiyose and he's very smart and intelligent.

Remember how he was labeled by Naruto and Saukra-better sharingan then Sasuke, better nose then Kiba, Smarter then Shikamaru. Hmmm. Now we know Lightning blade is a close ranged attack as as stated he has sharingan which helps with his close range attacks, water vortex, water shark bomb (or w/e the name is...the one he copied from Kisame) can be mid to long range, Genjutsu mid to long range, ms mid to long range, earth sytle head hunter is mid range, lighting clone is mid to close, lightning dog is mid range. See the versatility he can pick and chose his battle. He is no Nagato but 3 elements is nothing to sneeze at (lightning earth and water) Remember in the rescue Gaara arc when chasing Diedara he told Naruto something like no need to worry when you fight a long distance fighter you need someone eitther as smart as Shikamaru or who has long distance abilities.
I go with Kakashi Hatake for most complete/well rounded. Not saying he is the strongest, just most complete/well rounded. You can disagree but come with facts like I did and I am fine with that.

I agree and disagree. I think most complete I think well rounded. Nagato/Pain had absolutely zero talent in genjutsu. Kakashi has over 1000 jutsu's sharingan to assist in tai (and must have been a beast before as he was jonin at 13 before sharingan) and has genjutsu 9maybe thanks the sharingan. It surely doesn't hurt).
No Nagato does have talent at genjutsu he even beat kakashi at it and kakashi has a 5 at genjutsu in DB here's the proof:

I have never seen it clearly stated as the rod being genjutsu. As a matter of fact it was stated he can use the rods to control people. It can be taken as genjutsu but I think thats a stretch. And here is why. He uses the rods on the dead 6 Pain bodies. Surely you can not genjutsu a corps. Its just a means for him to force his chakra in you and force you to do what he likes or through you off. Which is not genjutsu.

We should not underestimate Naruto.
Why Naruto despite his lack of ninjutsu (numbers and combinations) ? Because his main jutsu : Kage Bunshin is very very very versatile. It allows him to compensate largely his weakness and he can potentially face any opponent with this.
It's true that Itachi beat him like hell with genjutsu, but potentially, Naruto can overcome this, like Kakashi did with his own kage bunshin.
For the answer, seriously...I don't know, not easy to judge, really.

Kakashi also has sharingan, he got it basically as a present and it helped him a lot, he supposedly copied those 1000 jutsu, he wouldn't even be able to use Raikiri without it, and his MS technique is very powerful. So sharingan did help him quite a bit, the only problem he has not being an Uchiha he can't use it as much as they can. Although I have no doubt Kakashi, and Itachi would still be great shinobi even without sharingan. Also don't forget sharingan is a tool, so it's only as good as shinobi who uses it.
Now with that done, I'd say most complete are Itachi and Kakashi, probably Third Hokage as well, and maybe Minato, but we didn't see as much of them, so I can't say for sure. It's sometimes hard to tell how strong Itachi really was since we never saw him fight seriously with an intent to kill, we're not even sure if we saw him fight when he was healthy. But I think those two are most complete, because they are good in ninjutsu (we've seen a bit more of Kakashi), genjutsu (Itachi better than Kakashi), taijutsu in which they are about equal, they're both fast, both used some sealing jutsu, both are very intelligent, and another important thing they are calm in battles and don't underestimate opponents (which is, for example, one of Sasuke's biggest mistakes), so they're good in everything.

dont know about itachi but kakashi was a 13 year old jounin before he got the sharingan. i would say hes pretty well rounded even without it.

You don't need to be necessarily well rounded in all aspects to become a Jounin(see Gai) and I don't recall Kakashi really using genjutsu without the Sharingan, which is something Itachi could do.
Btw Itachi was an ANBU captain at that age IIRC.

he has insane level of chakra, can use all elements, control mind, body and soul, control life and death and can use all the jutsu in the world. we've seen various 1 hit 1 kill jutsu from him plus jutsu that can destroy a whole village in one hit
ill second that... thats totally for sure.. and who knows what would have happened if he hadnt been crippled... which was not because of himself.. but because of konans sake because he had to safe her.. and that way getting crippled.. and yet still being a beast...

We can't really rate who's most complete out of their achievements at certain ages. Itachi being ANBU captain at the same age as Kakashi was Jounin doesn't mean anything.
Itachi is very complete, but my vote still goes to Kakashi. He's good in everything. Sasuke can't even compete yet in my eyes in terms of being "complete", though combat is a whole other issue, but that's not to be discussed here. Itachi is kinda just a better version of Sasuke. But can't compete with Kakashi in terms of being complete because of Kakashi's vast ninjutsu arsenal compared to Itachi's.
Being complete doesn't go on stats alone guys. It's about being good at the different shinobi arts aswell as being well rounded. Kakashi basically has a counter for 99% of the worlds jutsu considering he has over 1000 jutsu (which 950~ we have yet to see). He's good at genjutsu, very smart and well informed, excellent in taijutsu, an excellent leader, amazing with seals, great talent, outstanding speed, his ninjutsu are deadly and on top of it all he has a doujutsu which he uses like a fullblood, even with MS. It's a reason he's so renown, he's a legendary shinobi that every nation know of and many fear. His repuation speaks for itself.

Kakashi lack stamina.
He will fight Sasuke and after a few clones and a few jutsu, he will be out of juice and forced to use Kamui.
And then, after a Kamui or two, he will be out of good again.
On the other side, Sasuke is as strong as Kakashi, was shown to be as ingenious (look at his fight against Deidera), has all of the MS techniques, can spam them all night long and still have some chakra left...
To me there's no doubt that Sasuke is more complete that Kakashi.
Especially when you compare their stamina...
And believe me, it's not something I'm happy about.
I hate Sasuke, but I can't deny his powers...
It's just going to be even more fulfilling when Naruto will kick his ass!! :tem

Taijutsu : equal
Ninjutsu : equal
Genjutsu : Sasuke wins (Tsukiyomi!!)
Intellingence : Kakashi wins (...not by far, Sasuke is really intelligent too)
Stamina : Sasuke wins by FAR (and I mean it... it's not even comparable!!)
Seal : Equals? (Hard to tell... Sasuke summoned bigger stuff than Kakashi and he created Shurkien seal on his arms, but we saw Kakashi sealing Orochimaru's curse, even if it didn't really work...)
Dojoutsu : Sasuke wins (Kakashi Kamui is nothing compared to Sasuke 3 MS technique)
So, with the way I see it, Kakashi is less complete than Sasuke.
What is Sasuke lacking? Seriously?
Intelligence? Go see his fight against Deidera again.
Experience? Didn't he fought against 3 Akatsuki members, the Hachibi and 4 Kages?
Sealing? We didn't really see him used them, so we can't really tell if he's good or not, but knowing Sasuke, I'm pretty sure he's good at it.
The only thing that I can see that Sasuke is really missing is : Leadership.
He's the worst leader ever... and lately he has been acting very stupid and recklessly during his fight, not showing the same amount of intelligence and of strategy that he showed before on other fight (ex: Deidera).

Sasuke also lacks leadership/teamwork as you said. The guy can't do either for his life really. Kakashi can man a team while Sasuke basically just asks his team to jump on a guy(ex: Killerbee) and hopes he himself gets a good shot. I mean, Sasuke can't work in a team as much as he can take advantages of openings which his team, in the chaos they make, creates for him.
Furthermore, Sasuke lacks experience. Sure, he's fought against lots of people, but experience also means life experience. His inability to man a team together is a consequence of his lack of experience on a combat field where there's more than him fighting one(or multiple) opponent(s). He's "book smart", no doubt about that; his fight with Deidara is proof to that, but he's not "street smart" yet IMO. I would question his ability on other fields than combat(ex: escort missions like the Zabuza one, retrieval missions, guarding missions).
A "complete" shinobi extends far beyond simply being a complete fighter. Sasuke is pretty complete as a fighter, but as a shinobi, he still lacks a few mental and psychological aspects.

I agree Kakashi wins, but he does win by far. Sasuke is smart, like Forever_Melody said he's booksmart, however Kakashi is both more booksmart than Sasuke aswell as being very streetsmart. Kakashi is almost at Shikamaru's level of planning and is top informed and highly intelligent in the ninja world. If you wonder about something you go ask Kakashi and he'll know the answer (most likely). Sasuke only knows what he's been told in his training or read in books.

Kakashi once again wins by a whole point in the databooks. Sasuke's good but Kakashi has way more experience in that area. Storing weapons in seals isn't really amazing in my eyes. However the complex seal he used on Sasuke's cursed seal is amazing, aswell as the seal he and Yamato placed on Naruto recently to prevent him from going further into Kyuubi mode, though it failed too.
Also Sasuke has good experience fighting strong opponents, but he honestly has low battle experience compared to others. Kakashi at an age of 12 as a jounin probably had way more experience than Sasuke currently has in terms of fighting. He lived and fought in a war at that age. Sasuke has only had a few missions back in Konoha and fought a few S class criminals aswell as Kages. I wouldn't consider him more experienced than Kakashi yet, not in a million years. Kakashi's experience is perhaps his "skill" that I admire most and set highest. Sasuke is a novice compared to Kakashi in terms of experience. He's experienced in fighting strong opponents in his age though, but he lacks a big number of battles before he can be considered experienced, and hundreds of battles before he can be called experienced on Kakashi's level. As is the case with all the rookies, including Naruto.

I'd honestly have to say Itachi. In stats he is Kakashi's equal or superior in every way. He's been the chief of ANBU at 13 and bested the entire Uchiha Clan and Orochimaru by himself. He is inclined towards Genjutsu, there's no escaping that fact but he has faced Kakashi and Sasuke in hand to hand and been their match every step of the way.

Actually, he wasn't bad at teamwork. Look at Zabuza arc and chuunin arc, at least the first arc. He and Naruto did pretty well freeing Kakashi and working together. He may not be a good team leader, but he isn't a bad teamplayer, or wasn't long ago.
Also, according to Orochimaru, Kakashi couldn't do seals when he was young, but now he can do some advanced seals. Shows how more rounded and complete Kakashi is. He recognizes his weaknesses and works on it, and works on new stuff like making his hand seals faster, becoming more proficient in seals, and even increasing his chakra pool.

Well the beginning of the series *is* a few years away and as far as Sasuke's character has grown, it might as well be decades away lol :p
Characters change, for better or for worse, sometimes and Sasuke's emotional drive has inarguably grown since the beginning of the series and in consequence his ability to think of a team and such has decreased. The very fact that in the Killerbee arc he suddenly got a "reminder" of what a team is(through Team 7) shows how far away he's gotten.
I also have to agree with M3J on Kakashi. People don't seem to realize it, but he HAS been working on his stamina problem since the timeskip(before he could only do 3 Raikiris a day and in the Kakuzu fight he used 5 and was about to use MS) and that shows a good deal of self awareness on one's own weaknesses.

I am not convinced about sasuke's ability to use seals. The only one we have seen is the shiruken one, which was not that impressive. Kakashi preformed that seal on sasuke's cursed mark, which orochimaru commented was an improvement, but he still seemed to look down on it. It was nothing compared to the seal orochimaru placed on Naruto, or Jiraya's fire seal, or his manipulation and understanding of the fox seal and the one kept by the frogs.
Compared to the sanin, Kakashi's seals are still pretty weak, but at least they are many times better than sasuke.
Although I still think orochimaru wins this argument. Brilliant ninjutsu, genjutsu, time space jutsu (which sasuke now lacks having lost the snakes), sealing jutsu, taijutsu (yes he has a weak body, but he punched a 4 tailed Naruto in the face, so he must be pretty confident in it).

Not only that - the most important aspect is, that in part 1 using ONLY 3-tomoe Sharingan in the fight would leave him in the hospital; in part 2 using such Sharingan doesn't end in hospital bed, but only when he uses Mangekyou Sharingan <3 That's probably - to me - one of the best examples of his chakra capacity issue.

I sooo want to agree with U...I'm quite the oro fan, but I must admit that oro was defeated by itachi...itachi had a weak body all the time not just once in 3 years...I would also argue on the speed...I think itachi is superior to oro as a fighter(even oro admitted this) and a shinobi...oro with a sharingan would stomp this thread I think in terms of fighting skills...but as there was a post before shinobi is a wider concept than fighter...even if it's from madara's mouth, but itachi seems like sacrificed many things...it's arguable if he did the right thing or not, but the sacrifice is there...in naruto sacrifice is used with great reverence

From looking at the question this thread poses, I can only think of one person about who we have sufficient information. The Third Hokage. He may have been struggling with Orochimaru and his two Hokage summons, but he was an old man whose power had greatly waned at the time. According to word of god, he was in a completely different league back when he was around the Sannin's age, and he has studied and mastered every aspect of the nindo, learning hundreds of ninjutsu and genjutsu. Fifteen to twenty years before his death, any hero or villain, current or past, would like have had a lot of trouble with him. I don't think there are many better possible choices in terms of overall completion.

At the beginning of the series, his teamwork was horrible, but it improved. Then as he grew jealous and more bent on vengeance, he respected the power of teamwork less and less. He remembers what teamwork is, but he thinks that's what's made him weak. He had no respect for Naruto. If Sui, Juugo, or even Karin is getting stronger, even stronger than him, what little teamwork respect he had will be thrown out the window.

Well you're not disproving my point....
Well bottom line: he is unable to make proper use of teamwork in the same way other characters can. By your argument, his proficiency with teamwork basically stopped after that little plan with Naruto. Arguably, it was a good plan, but he hasn't shown anything comparable since.
Therefore, even if it is by choice, his teamwork sucks currently :p which makes him "incomplete" in my eyes(along with all the other things I've mentioned)

My point was that he still knows teamwork, the value of it, but he probably is too self reliant. He can be proficient in teamwork, but he probably chooses not to be. He let Naruto do the fighting towards the end of the chuunin exam. He knew what Naruto could do, even remarked that it took Naruto a while to get in the fight somewhere. It could be he's compatible with Naruto only, but I'm not totally sure.
His teamwork and leadership skill do suck, and I don't think he works on his weaknesses as much, so he's also incomplete shinobi.
Kakashi and Itachi are the only ones I consider most complete. I could have chosen Itachi since I'm Itachi fanboy though.

Thinking about it a little more, I think sandaime and itachi are the most complete of all. The databooks suggest they had mastery of every form of ninja combat(ninjutsu, taijutsu and genjutsu) plus 5 points in intelligence and seals. Sandaime on top of that has his stats of his old age meaning that in the good all days he had superior speed, strength and stamina. All in all sandaime could have been a 40/40 in an ideal case making him almost the perfect shinobi. Itachi also follows a similar pattern considering his stamina was implied to have been drained by his desease. He also does not seem to have any form of superhuman strength but on the other hand he has a KG. So itachi has almost perfect stats plus a KG, which can make up for any deficiencies he might have.
I take my hat off to you,you said everything I was gonna say, I'd like to lnclude, something Nagato Is the most complete indeed but, he fails as shinobi so he cant be the most complete shinobi. I think that Sarutobi used well the knowledge given by his teachers I even concur with was stated once in manga "that he was considered the greatest kage" the man had it all, the heart of a man but still conviction of a Shinobi! Kakashi is also great proficient but I'd put Itachi a higher than Kakashi in overall abilities, Like the one above me stated already. ( his abilities )
For me this goes as follows:
1- Sarutobi
2- Itachi
3- Kakashi
You must understand the following to why I have these and not Nagato Sasuke, Raikages or wtver. A Shinobi must have a heart but still has to act like a Shinobi when you know how to combine both, you will have completion over everything else you have, as a shonobi!These 3 all have that to me, but the order reason is because in overall each has seem to surpass the previous. Oh Sarutobi and Itachi to me are much alike althought I would point Itachi first due to Sharingan, Sarutobi has all the experience in the world, that's why I gave him first.

I don't see how Madara can be in that list: Altought he is very powerfull, he is, like Sasuke, driven by hate , to the point he attacked his own village twice with the intent of destroying it.
