I have heard that some episodes will take place during the 'Jet Black Flower' arc so this is not completely irrelevant.
The picture has spoilers for Ryuusei no Gemini, the second season so I will put it under tags.

Translation:
A contractor once known as The Black Reaper. He attacked Dr.Pavlichenko's lab as an agent for CIA in order to snatch away the Meteor Fragment and Shion but failed and ended up kidnapping Suou. He's finding for Shion while being chased by intelligence agencies.
