As regards Dragon in Loguetown, was anything said when the storm came through? The wikia mythbusters said he only said something in the anime and not the manga, but when I watched the anime I didn't see him say that and it does say it here in the manga: http://www.onemanga.com/One_Piece/100/20/
So what is the original intent?

Indeed in the anime nothing is actually spoken, while in the manga Dragon seems to call out "Storm". Either way what I take from it is that somehow Dragon "summons" the storm in question. In both sources he seems to be the only unaffected party.. So I guess he had something to do with it. I personally suspect it has to do with Dragon's DF/ Powers....

Based on the anime I had a sneaky alternate theory that a weather fruit user was an unseen accomplice Dragon had with him at the time. If Dragon really yelled storm it would be pretty unambiguous though.

Looking in my raw manga, the text in that bubble is "突風だァ!!!!". It's a frantic or surprised way of shouting "It's a storm!!!" or "There's a storm!!!". My guess is that it's the Marines in the background shouting in alarm, not Dragon.
Furthermore, if you look closer at the pic, you can see that Dragon's mouth is clamped shut in that panel. You might not be able to see that detail clearly in the fuzzy scan on OneManga, but I can clearly see it on the actual page.
I think 4Kids added the Wind Blast in their dub.

either way its safe to say that dragon has some type of fruit power. either is some type of weather/storm/wind power

My instant assumption after that event was that Dragon has the weather weather furit...but who knows...it must surely be some sort of DF ability though :thumbs
Hopefully, :wtf Oda will enlighten us about Dragon & co very soon....
