So basically, you abused Topaz Clean and/or Vivacity?

Quality? It's bad. Accents, that shouldn't be there, are all over the place; the black and white points are both, too high; the halftones are well, not halftones anymore. And last but not least, the line art is ruined.

You need to tone down how much you rely on the filter and start to do some work manually, read as, by hand.
