Crazy otaku language

A passionate speech from an otaku: 今や二次元にしか存在しない伝説のアイテム　ブルマー！！　履いて良し　かぶって良し！！　まさに人類（リリン）が生み出した文化の極みだぞ！！

Two questions on highlighted parts:

1) Is that damn pervert really saying what I think he's saying? Can someone translate 履いて良しかぶって良し！！?
2) Is リリン used as furi for "mankind" like an Evangelion allusion or something? See "Lilim" here: http://en.wikipedia.org/wiki/List_of_Angels_in_Neon_Genesis_Evangelion Or is there any other interpretation?

Here's a translation attempt+explanation.

Bloomers!! This legendary item no longer exists save in two dimensions, by now!![tn: Two dimensions standing for pictures, presumably.]
Putting it on: Good. On the head, now. Good!!
Kaburu stands for "to wear", when referring specifically to headgear. So now make of that what you will.:p

Truly, this is the apex of the civilization created by the Lilim!!

That Lilim (plural for Lilith) thing might be an allusion to humans in Evangelion, but it also refers to a race of demons born of the union between Adam and Lilith, his first wife according to Jewish folklore.

As an otaku, he probably meant the first one.
