They are on a DBZ Sized Tournament Ring... Surrounded by water that anyone can enter...

Wiper has his Seastone weapons and his reject dial...

Arlong has the SawBlade

You can say no set one-on-ones, but Zoro is waaaaaaaaaay more than enough to keep Arlong busy. Luffy broke his saw-toothed sword with one hand, so one slash from steel-cutting Zoro would instantly shatter that thing. Arlong would be out before he had a chance to move.

Luffy's already stronger since his fight with Lucci (at which point he had already defeated Blueno and battled his way through Enies Lobby, putting him at a disadvantage), so he wouldn't be much trouble any more for Luffy to keep him busy.

Wiper would be no match for Sanji one-on-one, but with Arlong likely being toast before he can grin, it would be Sanji AND Zoro against Wiper. No contest.
