why can't i create my art gallery in art section?

Hello,i tried 2 times to post my own gallery at http://mangahelpers.com/forum/forumdisplay.php?f=592 and i couldn't,i created a new thread and everything,but as soon as i create it,it said you need to wait,but it's been like a month and the thread hasn't been created,anyone has an idea?

In order to obtain a gallery in the Artists Gallery section, one must meet the requirements for MH Artist title.

Artists
Requirement
Must have at least posted 10 pieces of arts (in total) in any of MH art forum(s)
Have a decent activity in the art forums
Although not a must, participation in MH contests is highly regarded
