In the end it came all down to silky, replaceable idiots who don't even care what they decide in the end, as long as it's them who decide. They're unable to develop or enforce a vision, and thus only rule by looking at characteristic numbers. This usually comes down to big companies and the pure number of jobs/unemployeds (the QUALITY doesn't care though).

They don't care for the actual situation either, only for beeing popular to maintain their power. If they have the choice between creating 2500 jobs or manipulating the statistics so that 10,000 unemployeds drop out of it (they don't get a job, they only won't appear in the statistics anymore!) they'ld definitly pick the 10,000. Situation improved? Nope. Numbers/Popularity improved? Yes.

Good health care system? Won't improve the important numbers really.
Bad health care system? Oh, that can be good actually! It can be a way of distributing money to pharma companies and hospitals, which again are good for jobs and economy numbers...
