I would go not by characters, but if it's possible by Rank. And it would be Vice Admirals.
Strangely, but most people think not high about them, even though they are the next strongest team after the Admirals among Marines.

Im gonna say Usopp. Having the title of sniper for the crew pits him up against some of the strongest characters in the one piece world and he's definitely risen up to the challenge.

Usopp. Not so much underrated by readers or fans, but in the manga itself. As Thundergod92 said, Usopp was basically a scared weakling, who was forced to take on some pretty tough opponents. And he has certainly established himself in the category of strongest characters in the manga (even though his personality is, still, the opposite.), he's risen up to the challenge and yet, people keep underestimating him.

What I do find interesting about this category, is that most underrated characters are going to be overrated by others.
I nominate Brook. The simple fact that he is the secondary swordman within the strawhats is prejudicious to him.

Is that really underestimating ? It's kind of logical that the first yonkou who will seemingly fight the strawhats will be considered to be the weakest. But in this case, "less strongest" would probably be more accurate than "weakest".

I nominate Nami. Even though many say her fights were disappointing, I expect much more from here. We only saw the tip of a mountain peeking through a dense cloud.

I'd like to nominate Crocodile Not only was he almost ready to take over Arabasta before Luffy showed up, but he amassed a small army (even if they were low life flunkies..). Also in Impel Down and the WB War Croc showed his capability and determination. Honestly not only for ability, but for character and belligerence I'm nominating him.

Usopp. Never will I forget the epicness of his anger when the fat mole lady made fun of Luffy and said he was dead. Usopp grew balls and defended himself.

He actually became a man durin the timeskip.

Crocodile, smoker, Ussop and Vice-admirals are really underrated, I'll support the one who being underrated annoys me the most then.... Smoker, I got bothered by the others too but people assuming Luffy can just own Smoker annoys me too much!

It's kind of logical that the first yonkou who will seemingly fight the strawhats will be considered to be the weakest.
The problem is that just because she's the first "bad" Yonkou Luffy had contact to, people think she will be the first one he actually fights. That assumption makes her look worse than she probably is.

To the nomination: In the OPverse Cotton Candy Chopper, poor guy never got the attention he seeked, in reality Lysop/Usopp. Even after his showcase people were disappointed with most of his Midori Boshi attacks.

Usopp everyone things that he is a weakling but after the timeskip he seams to grow very strong (he just beat someone in fishman island)

Foxy,the power of controlling time is awesome and extremely dangerous,the fact is that he wasn't good enough to use it well,but his DF is one of the strongest,in fact it's connected to something that not even the "current science"(as he stated) can explain.
