A Bit of Translation Help Plz

Plz help me with a few phrases I am having trouble with from Psyren Ch 1
Page 27:

Big Middle Panel - 2nd bubble
煙のように現れてはきえ
he appears like smoke... and then wat?
plz explain how "現れてはきえ" this grammar construction works =[
Big Middle Panel - Last line of 3rd bubble
報告されてるんだ
plz read that bubble and explain y is there a "causative passive" construction?
it sounds to me like... "they were forced to report"
4th Panel - End of 1st bubble
彼らとの唯一の連絡手段らしい
I dont get y they used との after 彼ら
Does it mean.. "It appears thats the only way to make contact with them"

I dont get how both of them link...
Bubble 1 - サイレンの真実をつきとめた者に
Bubble 2 - 五億円の懸賞金をかける者が現れた
It sounds like...
Bubble 1 - To whoever unlocks the secret of psyren...
Bubble 2 - A person offering an award of 500 million yen has appeared
?????? huh????
Panel 3 - 2nd Bubble
とにかく。。 この五億円でサイレンの謎解きに一気に火がついた
Why do they use a に at the place i bolded?
It seems like a は is more appropriate to me =S

もし本物。。。 まだ未使用の(blah blah blah)
I dont get y they say まだ and 未使用 together
To me, まだ already says (have not yet)
and 未使用 says (totally untouched/new etc)
So arent the 2 redundant? and it sounds kinda weird to me.. like a negative x negative = positive situation...
Panel 2
五億円はいくだろう
i get the gist of the sentence (you will get 500 million)
but i dont get y they use いく?
drawing on my knowledge of いく's definition, it doesnt make sense...
Panel 4
LAST ONE!!
Just the first sentence..
忠告しとくけど。。
i have never seen this grammar construction b4... (infinitive + とく)
is it slang or something? plz tell me the full proper sentence
and I dont get the けど part. It sounds like "I would advise u but.."

との is just . . . don't know how to explain it, but you got that right . . . just divide it to 彼らと and の . . . Gah! I failed at explaining . . . anyway, at least you got it right already . . . >_<"

No . . . basically, it's just about "the Teleka that had never been used just yet" It isn't really a double negative thing . . . まだ + Negative = not yet . . . まだ alone can simply just mean "still" . . . doesn't have to be negative . . . >_<"
