Not sure if this has been mentioned, but Luffy getting the Conqueror's Haki is foreshadowed way before we even meet the Kuja pirates.
But there has been no mention of conqueror's haki until way later, we didn't even know what it was. It could be foreshadowed that Luffy had this power in him, and could awaken it later.
That also applies to all other Haki colors, foreshadowing would be if it was indicated without explicitly showing but Luffy literally showed Haoushoku in that panel which already was a conformation that he has the same power Rayleigh showed a few chapters later and that we later found out is Conqueror´s Haki.
I'd say that Luffy's Conqueror's Haki was foreshadowed way back when Shanks had a meeting with Whitebeard. A lot of people got very excited about how pirates of the highest caliber could knock people unconscious without even touching them, it doesn't really matter that at that time we didn't know what haki is - from that point on we knew that Luffy is bound to reach that level someday.
