殿, in this case, means something like "Lord", or "My Lordship". It's a respectful (and somewhat old/medieval) way of addressing men.
And クツ is an interjection, so you are free to adapt it as you see fit. "Shoe" is くつ(クツ・靴), the つ isn't the small っ.
Last, but not least, Google Translator is far from being a good choice for getting accurate translations, as you can see. I suggest using a good Jap->Eng dictionary.

If you want to tell for sure, you'd have to study Japanese a bit further, I'm afraid.
As a rule of thumb, you could presume that a baloon with only a two letter word ending in small っ is an interjection (e.g., あっ、くっ、ちっ). But it's just a rule of thumb.
