Since Croc and Doflamingo were even in the war, I doubt there's anything Lucci can do. Luffy only survived his fight with Croc because Robin had the antidote.

Croc and Doflamingo weren't even. They just had a short clash. Crocodile held his own yes. But that's it. I don't think Dofla even came close to being serious in the entire battle. He was just screwing around.
I feel like I've been reading a different manga. Based on what we've seen, Crocodile would lose against Lucci. All it takes is for him to dip his hands or legs into water. Or Shigan himself if there is no water around. Geez guys...
Crocodile won't go down as easily as you are making it seem. If and when, Lucci gets to water, he will still need to get up close and personal to Crocodile, opening him up to an attack with Crocoboys right hand. Also, there is a good chance Crocodile will dry up the surrounding water, if there is some, so that means no finding out Crocodiles weakness, if he doesn't already know it. Of he does go the blood route, Crocodile still can turn intangible to dodge hits. Now that I think about it, Sables as shown to be near gear 3 strength in Impel Down, so that could possibly weaken Lucci.
Without haki and without wateriness, how would he harm Croc? :D In other words, I'm not saying he needs haki to win, but without haki and/or excess water (used in a way that Croc doesn't absorb it), it wouldn't even be a fight.

I'm not saying it's a sure win for Croc, but things are not nearly as simple as you're making them sound. Remember what Croc did to Luffy the 2nd time they fought? Just grabbed him and sucked :allthe water out of him. If Lucci's careless, he gets beaten more easily using water than without it.
It does open a way for him, though. If he's fast enough to not let Croc absorb, he can pull it off, especially if combined with Rokushiki attack techs.
I will go with Croc as the winner. What we saw is Lucci is the only one who has physically exhausted Luffy to the verge of death but croc on the other hand is a damn ex schi and a logia user. He once fought Whietebeard in the past(no details though) we have seen him fighting against even for small time with Akainu/Dofla/Mihwak. Luffy lost to croc two times and was left on the verge of death and Croc lost only because he constantly underestimated Luffy. We saw Moria in the later part of the story doesn't mean croc is weaker than Moria and the same logic works here too as croc is show earlier it doesnt mean he is weaker than Lucci. Enel who is introduced earlier as stated by Oda if had a bounty will be around 500 million berri. So my point is if the character is introduced earlier then it doesnt necessarily mean he is weaker. So all in all with Logia abilities croc vs Rokushiki Lucci I think Croc will triumph here :)

I'm going off Luffys comment of Rokugan being similar to the impact dial that pretty much killed Enel for a bit.

Hmmm, i wouldn't put his third fight with Luffy as an example, because it was plot-guided the whole scenes to Luffy's victory. Crocodile didn't use any of his previous fruit attacks, and Luffy could punch sand swords that can cut Akainu's magma... so nerfed.
Rucchi's attack based with blood can be: Shigan and Rokugan. So certainly can beat him, but what needs Crocodile to defeat Rucchi? One Touch :teehee

Comparing with Croc vs Luffy:
Luffy was able to recover from Croc's drying attacks because his body's rubber, so he can just drink water and bounce back. I don't think Lucci's panther ability can do that.
Luffy would've been dead from Croc's poison if Robin hadn't been there with the antidote. Croc was KOed, but Luffy would've been dead. I don't think Lucci has an antidote.
Luffy could hurt Croc because he fought, lost, fought, lost, then fought again. He had enough time to figure out Croc's weakness. Not to say that Lucci couldn't figure it out too, but he would be at a huge disadvantage until then. And even then, Croc won't go down without a huge fight.
So... if Lucci knew Croc's weakness and Croc didn't have his poison, then Lucci would probably win. Otherwise, I gotta go with Croc on this one.

Yeah, I think he would figure it out, but until then Croc would have a really big advantage. But of course, Lucci might survive because he's really strong, fast, and can't be blown away by Sables since he can basically fly.
But even when Lucci does figure out Croc's weakness, he still to worry about the drying and the poison, either of which can decide this match, in my opinion.
Well, those risks aren't that big when we're talking about Lucci here. If you think about it, Lucci is better equipped to fight Croc than Luffy was at the time. He's super fast. At the least, fast enough to avoid contact with Croc. I don't see Croc using his sand drying or poison as easy on Lucci as he did on Luffy.
Lucci is not luffy there is no way he can beat crocodile. That guy is on another lvl. Crocodile case is similar to Enel case, he only lost because of Luffy's luck not because luffy was the strongest (remember he left luffy for dead in the desert and he drained all the water in his body the second time, luck just kept saving him cuz its luffy). Also Oda didn't re-inject crocodile in the story for nothing, im sure after those 2 years in the NW he found a way to make up for his weakness. He's prolly good with Haki now like every big shot in the NW.
