    given that the sentence is spoken in Kansai-ben, I assume it's meant to be:
    ”待て” と言っているのが分からないのか?

    ちゅーとん (つーとん) = 言ーとん = 言っている

    This is only a guess, but the school name could be ら生門 = 羅生門 "Rashomon"
    門 is sometimes written in simple form like that.
