I think people usually denoise and burn it off, but I'm no lq raw cleaner. I'd look at some of the speed cleaning tutorials for these kinds of pages.

Ya, stamp tool and healing brush (j) should be all you need for those non-bubble text. You just have to rotate you source a lot to get it to look seamless.
