It is not confirmed that the Fire Dragon Jutsus were the first stage in his "that" jutsu. For all we know, those may have just been jutsus aimed at Itachi to injure him more.

Itachi needs something to bring back his reputation. As of now...he only has three jutsu and he's supposedly the genius who joined the Anbu at age 10? He looks pathetic.
