Just looking at the raw gives you a better idea of what the artist actually drew. Your brain can filter out all the dirt and noise better than photoshop can.

It doesn't need redrawn I don't think. It's just a more grainy texture, so it's supposed to look like that.

That raw needs no denoising.

Only thing I see is some dust in some places. You can use an adjustment layer with lots of black leveling to help get all of it.
