Something about the Special DVD on sale on April 7th. Basically, it said that this DVD will contain the special anime portraying the group of three characters. These three characters will be picked from the character popularity contest, so it can become one impossible-to-come-together trio. The first one, which is the one that's about to come out, will be on Tsuna, Gokudera and XANXUS. Info on the second one will be in WSJ. .-.

yep, that's right, that's what he's saying there..cuz in the previous page...he was saying how bright and sunny it is...so you noe...hot tea in the hot afternoon...not relli wat someone would want right?

literally the sentence is saying : why do I have to drink tea in the an afternoon like this?

but better translation would be as you've written: "why do i have to drink tea at this time of the day?"

Well, excluding the first 3 lines, it's:

I'm not sure, but ツナファミリー is something specific to Reborn? Anyway, "Revealing private room (section, pages, etc) for all the characters"
The book cover will feature popular characters (The cover will be transparent)
Limited First Edition character stickers, like 真六弔花 (didn't translate for you), will be included.
Compilation of more than 200 character illustrations over 6 years.
