The subject is most improved so Sakura because Neji was known as one of the best Genin. I would say low-mid level Chunnin at the beginning so for him the jump to Jounin was not that large. But Sakura went from low level Genin to high level Chunnin most improved.

I think Neiji didn't have to improved a lot to become a jounin
Sakura have THE hokage for teacher so I think she could have improved more then her actual state

So, I vote for Shikamaru, his new jutsu is really awesome

Sakura couldn't do anything earlier in the series.

Now she knows medical jutsu, strong as a hell, tai-jutsu, and is an original gen-jutsu user. She probably knows a few mind-tricks..
Also, with a little help, she killed the Akatsu dude that killed the strongest Kazage the Sand country ever had.. That's kinda big..
I'd say Sakura is the most evolved one..
And as for you guys saying Neji, really, how can you say that? The only thing we've seen so far is his new jounin-jacket, and how he found those Seal-tags in the Gaara-arc.
We haven't seen any new skills from him, and he was almost a jounin before the time-skip also..

Great catch on the medical jutsu most people were probably only assessing her fighting abilities. Being that she uses no powerful ninjutsu people might not see her as particularly strong but keep in mind outside of her, Shizune, and Tsunade most of the medical-nin up till now have shown no battle ability at all.

Sakura, though i remain convinced that Naruto has become stronger than he's shown thus far (it's entirly possible that this is just foolish fanboyism at this point).

Because of how terrible she was in order for his improvment to surpass Sakura's Naruto would have to turn into a ninja god.

of course, sakura has improved the most, considering she was so weak it hurt my eyes before. though i think neji must be a kick-ass jounin, and gaara must've been strong as hell too... im most curious to see what will become of him, if anything at all...

some kind of "I can whip and strangle anything or anyone I want"
He used it to crush Sai's tiger

The awesome part of that jutsu is the fact that the shadow isn't stick to the ground or the wall anymore and its speed (tigers didn't even have the time to jump on Naruto)

For people saying that neji hasn't improved i wonder why, ok he was strong and already advanced compared to the other (he's also older, they aren't rookies) but in part one he couldn't see that far, in part two the guy is able to see his house in konoha and the biggest improvement shown to us he can break trhough water prison, while he couldn't do nothing in the earth prison in save sasuke arc. So he improved less than sakura (which went from cat to tiger) but he did!
