Who is the Strongest Shinobi in Naruto?

For people saying that neji hasn't improved i wonder why, ok he was strong and already advanced compared to the other (he's also older, they aren't rookies) but in part one he couldn't see that far, in part two the guy is able to see his house in konoha and the biggest improvement shown to us he can break trhough water prison, while he couldn't do nothing in the earth prison in save sasuke arc. So he improved less than sakura (which went from cat to tiger) but he did!

God i'm such a fanboy, but she was one of the weaker genins before, probably slightly stronger than Sakura, yet I expect the time away from Naruto has done her good, and the way she was portrayed nearer the end of the manga pre-timeskip makes me think she's determined to improve. Expect variants of Nejis abilities and maybe some head branch skills if her dad realises her potential.

Funny choice of words.. Stronger... Sakura tore the ground Kakashi was hiding in.. She smashed a f***ing stone 30 meter high wall..

Oh, and of course, you're entitled to your oppinion, and don't get me wrong, I love Hinata too, one of my favorite characters. However, Sakura seriously has improved the most.

She'll probably surpass the Hokage soon. She doesn't have as much fighting experience as Tsunade, but they probably have about the same physical strengh.
They both know medical nin-jutsu, Tsunade is, of course, better in this field. However, Sakura is smart, she'll catch up with her soon.
Sakura knows Gen-jutsu, this means she has another advantage when comparing her with Tsunade-sama.
She has a high IQ, learns easy, sees things from different perspecives, has MANY treats.
She also has "Inner Sakura", which can help her in different situations.

In my mind, Sakura has improved the most. She's like, when Naruto was trying to summon, he made a little baby-froggy-thingy, the first time, right? That's the old Sakura. The new Sakura is more like when he summoned the 4ths frog the first time.


And for those of you who says "You can't kill somone with medical jutus", take a secound look at Kabuto. He could tear apart your heart from your body, simply by touching you.

Also, remember, improving isn't just about jutsu, her mind has matured and she knows she'll have to put her life on the line in order to win her matches, and doesn't hide any more. Now she jumps right into the fights, risking everything on each move.
She knows pain, both physically and mentally, and she knows how to transfor pain into anger, and anger into effort.

Sakura is no longer a crybaby, she's a warrior. She's a real ninja.

I agreed with you all the way until that last part, about how Sakura's matured. I'm sorry but that get's a big fat X for untrue. How do I know why? I just have to point towards the rescue Sasuke arc, where all Sakura did was watch as Sasuke LITERALLY toyed with team 7. If she was a real warrior she would of put aside her feelings and realise what Naruto came to the conclusion of - Sasuke needed to be brought back by force. I don't think "Sasuke-kun" repeated over and over and over and over is going to make Sasuke feel a slightest bit of regret. Hell she failed as a ninja then and she failed as a motivational speaker.
