先制 is basically about taking the lead, acting first.
I'm not 100% certain, but for me 感知先制 should be translated as something like "
preemptive perception". She perceive a move before it"s done thanks to her ability, allowing her to "take the sente" (or take the initiative, for those who never played Go
).

C-01 Flow of a mission
We first receive from this continent's various places like villages and towns a letter requesting to suppress youma, and after the decision to take charge of it by the HQ, order is given to the warrior of the corresponding sector by a man in black.
After the delivery of the order, the warrior goes quickly to the requesting place, search

A report about the successful mission is then employed.
Suppression without a request basically doesn’t happen. The concrete flow is shown on the

C-02 Reward
The request's fees are received when everything is a success. In case when the warrior is defeated or let
s the youma escape, we don't receive a reward.
The reward is in proportion with the number of youma defeated and there is no need to defeat more youma than what the reward pay

The reward per corpse is a sum of money large enough to be called "outrageous"
, but this sum of money is decided in the same way no matter the case, without taking in account the wealth or poverty of the requestor.
In case when the suitable reward isn't paid, we will take some kind of measures.
That is to say, after this, no matter how much damage occur in the aforementioned sector, requests will not be answered again.

In order for the Organization to be seen as one and only one entity by the humanity, the survival and the smooth management of it take priority above anything else.
Hence, there is a need of a strict leadership, and the decisions of the Organization HQ are absolute.
People who are interfering with the Organization's survival or management, no matter if they are inside or outside of it and who they are will be seen as opponent and dealt with accordingly.
Because of the aforementioned strictness and secrecy, there's also people who are afraid of the Organization or are wrongly suspecting it
, but we want you to render service to the Organization without being affected by this.

Yes, I didn't use "youma war" for title but "supression of youma".
This is a more accurate translation ImO, and it also fit better with claymore's background.Why,
-because a word with 討+a kanji which design a group of persons, or a species, usually means "suppression of this group/species".
- because the Organization doesn't wage war againt youma, they suppress them. Like pests/rats or something like this, not like an enemy. The only time they talk about a "war" is when they talk about the incident in the city of Pieta. Except for this, the whole data books are about suppression of youma. BTW, is it okay in english to write "youma's suppression' instead of "supression of youma"? If so, could look better with something like "record of youma's suppression", I guess.
