Well...I don't really care about what section its in, so whatever.
1) You must have a tablet of some sort to be able to use it. (eg. Wacom Bamboo/Intuos)
2) Open Photoshop
3) Open brush menu and select Airbrush Pen Opacity Flow
4) Open the Brushes menu (it should be in the same box as your Layers), go to Shape Options, select Size Jitter, change it to Pen Pressure and move the maximum size slider to 0%.
5) In the menu box, it should have Other Options there. Change both to Pen Pressure.
Sorry, you can't use those effects unless you have a tablet. The only alternative in my experience is just lowering the opacity and flow of your brush. I did it like that until I got a tablet two months ago. Its not that bad, but a tablet makes it a lot easier.
