I think he's from 2nd court. Along with other guys (like Sekine that is a better Sengoku) Frosty and Kaoz created their skillset.

Taniyoshi, Sekine and Ishimaru are all listed on the original 2nd String line-up and probably members of 1st Court. Taniyoshi is basically Nationals!Tezuka, whereas the other two have sets we created. Taniyoshi was included mostly to give Niou a possibility to copy Tezuka, whereas we used the other two to get two more competent characters for a total of 80. We could have used two of the 11-20 for that purpose as well, but thought it'd be nicer to have characters that can actually do something besides just giving points.
