Nobody, Luffy is gonna die
After reading One piece for a decent amount of time and having discussions with die hard fans on here, im convinced that no romance will ever come for Luffy. I always wanted him to get with Hancock, but it seems that Oda rather make fun of romance.

At the very least, we know Oda's not planning on developing romance in the series. Maybe we'll have an epilogue chapter "many years later" where we see Luffy and Hancock and their children etc. but not during the main storyline.
Yeah after the end of the story, maybe a bit about hancock, luffy and how he encourages his children.
I still think that he is gonna die at the end of the series after inspiring the next generation to seek adventure, to dream and so forth, thus making them inherit his will which in turn is one of the major themes of One Piece anyway.
But for all the "happy end" lovers
Luffy and Nami I reckon. If we're just doing guesses.
I don't care for romance in One Piece and neither does Oda lol.
But if anything? LuffyxNami.
There is indeed romance in One Piece.... just not the kind that gets girls and boys together to make families .
The whole theme of One Piece revolves around the romance of chasing after dreams, looking for hidden treasures, etc. Montblank Cricket said it to Luffy just before the strawhats entered the knock up stream (not the same kinda knock up as making families though :P) in Chapter 235 page 8 & 9.

Just because Oda was influenced by Dragonball, doesn't mean he is going to imitate Dragonball
