The blackening effect is not purely CoA, so it is not intended to be an indication for CoA usage, but a specific technique of CoA, there is a difference. Pre-TS, that includes the war obviously, Haki was really a vague concept (not that it is clear 100% now but that is another matter).. We knew that somehow you can hit the real body of DF users, we knew that it had similarities with Mantra of Skypeia and somehow you can make people faint with a special type of Haki, in this we shared the protagonist´s cluelessness which happens generally in OP by the way. So, we basically never got an explanation what it is, only a few characters mentioned it a few times (BB in Jaya and Impel Down, Hancock + Gorgon Sisters in Amazon Lily etc.). After Rayleigh explained Haki for the first time, both Luffy and the audience learned the basic concept of Haki and it has been established as an ability which is necessary to play with the big boys. After that, it is actually quite logical that Oda would slowly but steady expand both the ability and thus our knowledge of it because it would not strike us as weird as without an explanation of Haki at all (just think about people running around with black limbs in the war, most of us would have gone WTF).
The second reason is versatility. Haki is an ability which is extremely static. We as audience can not measure the efficiency with which someone uses it nor their development in it. So after a while, the ability would really get boring if you ask me. So introducing different ways or techniques of specially CoA but maybe even CoC (i think Shanks damaging the ship of WB was a hint but it is not really a claim but a theory) makes it more versatile and keeps up the excitement for it. Introducing these techniques is only possible though because we already know the basic concept which brings us back to the first point.
Now, if you would say that this is an inconsistency of Oda, then you would not be completely wrong. He showed different characters use the same skill but still changed it to something more but i if i am honest, i prefer this "tactic" over the alternative, namely either not showing any new technique of CoA at all (boring) or confusing the audience with black limbs at the war.
