I don't really think there's a quick-and-easy solution, though I could be mistaken. For that sort of thing, a lot of it comes down to finding a nice source for a particular bunch of lines. It's generally pretty tedious, but cloning small sections, maybe switching layers for those that are close to each other, and erasing excess from the clone, you can usually do a decent enough job. The dodge tool also comes in handy here or there if you need to emulate a fade.

One of the best ways to redraw that is to do it at a bigger size, especially if there isn't any decent bits which you can kinda clone over at a smaller size. You'll have a lot more material to work with, and gives you a bit more space to kinda space out the lines, but the only downside is the way it resizes down which might make it look quite ugly or unproportionate. But definately give that a try, or otherwise copy an existing bit of dotted line, copy into another layer and rotate and adjust from there.

The spaces between the dots will decrease along with the dot sizes, but here's how to easily draw dotted lines:

That's what we used to call 'Speedline Hell'. It was basically patterns with speedlines over them. It was a pain, but mostly you just dropped a replacement pattern over it and redrew the lines with the tapered line tool in 'Shop. It took time, since you usually had to redraw other stuff, too, but since we did HQ releases, it was worth it.
