This thread makes me imagine Blackbeard at a desk in one of those old-timey green visor-like accountant hats from old movies with a stack of papers sweating as he calculates expenditure for a summer island! But on the real, it's not that complex, for now it seems Luffy's name would be enough to protect from any average pirates and any pirate worth his salt would rather attack Luffy than one of his territories to get his rep up.
Also any allied crews would have to fend for themselves, they are pirates in the new world they aren't people who need a salary more like they have a captain and they go around looting, pirates aren't nice after all. Failing that they could sail and take tribute from islands the yonkou they are under controls. Luffy also usually makes friends at these islands who are strong but not enough to fell the big bad these guys will be his Iron-Boy Scotch at each of these islands.
This is an interesting topic.
I highly doubt it, even if we look at it as, to become a Yonkou you need a crime syndicate, then answer is quite simple, Luffy arnt gonna become a Yonkou, hes gonna become a Pirate King!
you don't need a crime syndicate at all to become a Yonkou, it's never been stated as such. I highly doubt Shank is running a crime syndicate, and Whitebeard doesn't look like the type to do so.
I don't think Luffy will be Yonkou either, or at least be proud of being a Yonkou. He doesn't care about such titles, other than Pirate King. Being a Yonkou is no different from being a pirate, except one is acknowledged as extremely powerful that the other three megapowers can't individually challenge him without suffering losses. He may be called a Yonkou by others, but I doubt he'll care.
Nor would he ever run a crime syndicate. The closest I can see him doing is making his own revolutionary army solely to fight injustice and bad people, but that's it.
Well, but the yonko do have incredibly large crews, allies of great powers and very specific places over which they influence. From the get go they have been referred to as pirates who rule like emperors the second half of the grand line. The law elaborated on that and mentioned that all 4 yonko have territories over which they exert influence. Crime syndicate is perhaps a bad sounding term however it is worth noting it does not necessarily mean the people involved are doing bad things, it means they are doing illegal things (to put it in perspective, think of luffy's trashing of ennies lobby). Anyways, all 4 yonko have extremely powerful crews, said crews are very numerous and to boot they all must necessarily have many powerful allies. The most likely scenario is that every yonko works differently from the other though, the extent to which they would be willing to cross moral and ethical lines should vary significantly (legality is a non issue, their very crews at their most fundamental levels are extremely illegal to the point where just calling yourself a pirates gets you hanged or a spot in ID).
That said, the most improbably scenario conceivable for luffy would be to become a revolutionary. He has made a point that he can't even begin to give a damn about being a hero and if anything has an actual aversion to it. Lets also not forget that the strawhats do have some questionable moral standings. Remember skypeia? The gang actually tried to rob skypeia for all they were worth. It was only a lucky set of circumstances which made them just seem weird to the skypeia citizens. Heck, nami is supposed to be the one with common sense and empathy and she tried to rob the old men at the weather island repeatedly.... in their faces... The strawhats don't have anything against robing people in their faces at large, they are rather remorseless about that. Luffy saves the day only circumstantially, he protects his friends, not ideas or nations. Luffy normally would not give a damn about a nation or two disappearing, he cares about whether it would influence those he deems his friends. Depending on who becomes his friend he could as easily save a nation as well as obliterate it.
Seriously, would luffy even be embarked in his current plot to take down a yonko if he cared all that much about anything? Luffy alone is powerful enough to bring a nation down.... zoro and sanji stand in the same league and perhaps franky and brook are also capable of doing something like that. Law defeated smoker rather easily and murdered 100 marines without so much as a shred of remorse (apparently at least) to become a shichibukai. They know they are going up against kaido, they know he will target the doflamingo family eventually, admirals and VAs are mobilizing, battlecruisers are getting ready.... With all the big shots moving around in dressrosa it wouldn't even be odd if it ended up like this. At least my take is that if luffy really was all that empathetic towards others he would choose a way to help which does not risk leaving everyone in dressrosa dead or homeless. At least he should have considered the possibility... Yet not a single one of the strawhats gave this a second thought (except for fear of themselves dying).
Robbing is different from killing or oppressing people. Luffy's not gonna kill people jsut to rob them, and he was willing to give the treasures away to protect Fishman island. As pirates, they are supposed to rob people, no? But that's all they do - you won't see Luffy hitting a citizen unless he or she deserves it in Luffy's opinion, like when he thought Zoro attacked the people on that island where they picked up Vivi because of food or something. Luffy wouldn't become a revolutionary to be a hero, he'd do something like a Revolutionary to help people or his friends.
Luffy doesn't think ahead like that though. If he did, I'm pretty sure he wouldn't do idiotic things like abandonin the plan with his crew and going in to talk to Iceburg or invading Enies Lobby. His desire to take down Yonkou can be related to him wanting to be known as the strongest. The Yonkou stand in his way of being a pirate king, so why wouldn't he take them down?
All I'm saying is that Luffy isn't heartless nor would it be in him to have a crime syndicate. Though yeah, we agree that it does mean conducting illegal activities, which Luffy constantly does.

I figured if shanks ever ran some illegal business it would be moon shining.
Why is everyone expecting him to become a Yonkou? I highly doubht that he will sail with a massive crew until the end of the series, he will roam the New World for his enjoyment and will people along the way as he always did before. He will be like Gol D. Roger, with the backing the size of Whitebeards or even bigger, but those will be the citizens, pirates and marines alike as he is the "one". :P
Nami will always take money somehow, Luffy will always need tons of delicious meat to fill his stomache, the is really no other requirement for his help.
Luffy will become a Yonkou when he beats Big Mama, his first declaration. He will not proclaim it or ever really acknowledge the status, WG will and papers will announce to world. It will be like Shanks one single ship crew with loose affiliations with certain pirates that have similar outlooks on evil. The more interesting thing will be the number or flags raised on islands throughout the world on his behalf. He will have no armada but a devastating array of allied nations.
Well Luffy does not have to become a Yonkou he could just let the balance be broken since he doesn't care for such things besides Law gives me that vibe that he wants the balance destroyed anyway.
