I've done a quick translation, not sure whether it helps;
To his younger brother who was clinging onto him with his face wet with tears,
Shinichi argued eagerly that he would buy what Takayuki likes on his next day off.
He said please understand already in a manner of seniority. ! 年上ぶった means something along the lines of ‘pretending to be older', 'in a manner of seniority' or ‘as if they were older’ depending on the context.
While still stunned Shinichi looked up at the spreading flames and smoke, Shinichi continued to call his younger brother's name.
...I'm thinking maybe;
Shinichi is telling his younger brother to understand, but after looking at his brother crying he gives in... Or something of the sort?
I'm not sure about how this sentence connects, I apologise.
