This is what I found perhaps important:
It's not about the terms Peace Main or Morgiana but about how Luffy simply is in the canon story a "Peace Main" of sorts and that it's Silk who he tells.
I believe you remember Rebeccas attitude towards DoFla.Now think that peace mains go and fight those "Evil Pirates."
She wants to beat this guy.

If I'd go farfetched I'd say hence the pose when lookin at Kyros.
Though I leave that to readers interpretation.
This isn't about her confession but her reaction the panel before after Luffy says he wants to be a Pirate like Shanks.A Pirate with no bad rumours.
Remember she admired Kyros and that Luffy himself said he managed to end up looking liking him.
It's just something I thought I share and would like to know opinions whether this may be possible or not.

Well, that pose is the only thing with a real similarity. Other stuff is just vague connections, susceptible to different interpretations.
How about some mod adds a poll to let the users decide?
It's prototype Nami with a couple of changes. It's not like One Piece has any problems with female support characters, they are there in nearly every single big saga of the series. Nami, Vivi, Robin, Conis, Aisa, none of them have a good past with pirates, everyone needed Luffy to free them of their struggle. Rebecca seems to be one of these.
What I got from your post was that good citizens want to be free of [bad] pirates, even with the help of good ones. Welcome to One Piece 101, that's the basic story of the series since day one, so don't be angry with people telling you that they don't see a big resemblence to a new character.
The usage of a couple spoiler tags to not make the OP too massive for mobile readers would be nice too, would enable people to read your post without much scrolling too.^^

Since Shiruku looks just like Nami, it seems pretty obvious to me that she is an early Nami, with a little of Zoro's and Usopp's characteristics thrown in (sword and pirate father).
I don't really see any connection to Rebecca, besides maybe the fact that they both want to fight a bad guy, but if that was a valid connection then why can't Shiruku have been foreshadowing Vivi? Vivi also wanted to fight a villain and she's a girl so they must be the same character, right?
The only thing I can see in common is the hair. Rebecca's hair is braided, otherwise it is very similar. Same length in front and everything.
Nope she is literally Kaya from the first one piece chapter. Nami was more tom boyish until Oda gave her curves, and she started losing the shirt.
Look at Nami's drawings for the first 100+ chapters and you'll notice little has changed since the first two Romance Dawns. Nami's design was fairly consistent throughout those years until post-Alabasta when she gained curves, boobs, etc. Now Nami shares the same basic design as Robin, Hancock, Rebecca, and every other "hot woman" in the manga.
Rebecca could be Oda reusing previous material, however. For example, Nami was originally intended to wield a giant ax, but the ax was dropped in favor of a rod-like weapon. Rebecca is a gladiator, and there is nothing to suggest she isn't capable of wielding a massive ax as Oda toyed with Nami doing. But there is nothing to suggest Rebecca is a Nami-clone. The Nami clone of the story is arguably Shirahashi.
where can I read this? I think you may have a point.
