I'm guessing he really did mean 'tenuous', only he doesn't really know how to use the word in a sentence.
No, "tenuous" is one of those words that people often use incorrectly. Same with "ignorant". People will call someone who's being rude "ignorant", when it isn't really that specific, or just incorrect altogether.

It's a general attitude I have towards work for sure. And then my little sister always tells me things about how the Texas public school system has gotten notably worse since I graduated. And I didn't think that was possible.
