According to OPwiki's timeline the following characters were Shichibukai at least 6 years ago, current storyline:
- Hankock, 13 years ago
- Moriah, at least 12 years ago
- Jinbe, 11 years ago
- Don Quixote, 10 years ago
- Crocodile, 6 years ago, maybe more, maybe less
But we don't know when Kuma or Mihawk have become Shichibukai.
We know Ace was invited four or five years ago, current storyline, and declined.
Who was invited to join Shichibukai after Ace declined? Mihawk or Kuma or Crocodile?
I believe Kuma is the first one of these seven Shichibukai. And I believe when Crocodile recruited Robin to Baroque Works 6 years ago he already was a Shichibukai.
So I guess Mihawk was invited after Ace. Unbelievable!!!

If it was Kuma, he probably started drawing attention to get noticed, so he can infiltrate.

Very likely. Considering his bounty was very low just like Hancocks who also became a Shishibukai just after being crowned as the Kuja Empress and the fact that he was a people's hero in Alabasta which also should take some time for a former pirate.Quote:
I think Kuma is more likely. Mihawk was already famous for his battles with Shanks which was before Shanks lost his arm.
However, when did Kuma become a double agent? Four or five years ago? If so, he was double agent only for two or three years till Vega Punk erased Kuma's self. A tremendous sacrifice. Who for? Dragon? What for? To impede Dragons' capture, the same fate of Ivankov? Or was Kuma captured? IDK.

Yeah, it's Kuma.
Mihawk is most likely the first Shichibukai. Makes sense, considering he doesn't even have a crew.
