There is a huge misconception in the manga, the world Goverment are not the marines, they are different organisations. The battle was marine vs Whitebeard .
The World Goverment =
High Assination Special Agents(Admiral Level Fighters) ,
All 51 Countries Soldier (about 1million)
IF whitebeardvwould have battled the World Goverment he and his crew would be dead in no time

Basically, you're saying that WB pirates vs marines and Shichibukai + WG fodder would have been WB vs. WG.
Kong, Commander-in-Chief of the World Government, formed Fleet Admiral of the Marines shows that the Marines are just a body of the WG, the armed body, while the Cipher Pol are the agens of the World Government, with the Shichibukai being an independent body by themself, which may have to follow the fleet admirals orders at times to keep their privileges. I think Oda has made things clear enough already so far.
The World Government is a political organization, the world's governing body. The Marines, Cipher Pol, and Shichibukai are separate military organizations within the World Government. Commander in Chief Kong is a World Government official. All three military organizations, along with espionage agents, and military institutions (Enes Lobby, Impel Down) report to Kong. He is the highest military official in One Piece. Kong is the second highest ranking government official in the One Piece world, behind only the Gorosei.
The Marine do not have any direct authority over the Shichibukai, who report directly to the World Government. Under normal circumstances, the Shichubukai are shown acting independently of the Marine. For example, Kuma was sent to Thriller Bark under orders from the World Government, not the Marine, and without additional military escort. Under certain circumstances the Shichibukai do have to follow orders from the Marines, but only if the World Government commands them to, and only under a limited, specific mandate. Boa did not have to listen to Momonga because he was a Marine Vice-Admiral, but because he was a messenger sent by the World Government relaying orders to fight in the war. The Shichibukai were obligated to follow Sengoku's orders for the duration of the war against Whitebeard only. They were under no obligation to continue fighting, or heed his commands once the war ended. Mihawk even made it clear that he was only under orders to fight Whitebeard. He had no obligation to fight Shanks, and would disregard Sengoku if ordered to continue fighting.
The Marine and Shichibukai are not independent of the World Government. They are the World Governments two main military branches. Cipher Pol are police and intelligence organizations. They are also part of the World Government, but not equipped for full scale war. Whitebeard fighting the World Government directly, but not the Marines or Shichibukai, is preposterous. The Marine and Shichibukai take orders from the Government, that is who Whitebeard would have had to fight in order to defeat the World Government. The Fleet Admiral reports directly to Kong, a member of the World Government. Ciper Pol and the Shichibukai also report to Kong.
To the best of my knowledge there are no "High Assination Special Agents(Admiral Level Fighters)". This is something you made up. Maybe some will be introduced, but they too will take orders from Kong. I am not aware of the World Government ever ordering the mobilization of national armies, or any mechanism allowing them to.

Well as you can see, with Whitebeard's death alone, things have gotten out of control. Especially now that Blackbeard has replaced him amongst the 4 Yonkou, the balance between the New World and World Government.
p.s., I'm wondering how powerful the Revolutionary Army is and when, Oda, will dwell more into Monkey D. Dragon and his place in the New World.
We have only seen the "Army" mostly of the WG, CP9 is like police and Secrete Service ... the Stasi in East Germany. I am expecting some more government institutions though, like ministries and such, perhaps these are the Mariejois? I just want more info on that place .. I am sure we will go there sometime in the future of OP.
I also think that there are some SUPER SECRET institutions like Enies Lobby and Impel Down were in Paradise in the New World. No doubt the WG has something hidden there. I am placing my bet on Vegapunk as a man of the Government science unit to have his operation going on there.
