In spite of Erwin saying that Rod Reiss is the actual king of the human civilisation within the Walls, in the latest chapters (especially in the one where Historia tells the Special Ops Squad about her past), it has been implied that Rod Reiss serves an even higher authority. And I believe that the authority is the Ape Titan.
From the fact that the Ape Titan did not know what the 3DMG was, we can deduce that he has not been in contact with the Walls for at least fifty years. According to Ymir he appeared again so that he could 'test' humanity's strength. He showed up just a bit after RBA's activities in Trost, 57th expedition and Stohess, a time when humanity was in serious danger and could be attacked by Warriors at any moment. I think he wanted to test humanity's capabilities to see if they could fend off the Warriors and normal Titans without his intervention.
We know that the Warrior faction is an enemy of the realm within the Walls, but it has been also implied that they also enemies of the Ape Titan. At first RBA's plan was to totally annihilate the human kingdom within the Walls and it is possible that they did it so that they could weaken the Ape Titan's position in the Humans vs. Titans (or rather Warriors vs. Titans) war.
This is only speculation, as there's no textual evidence to prove that my theory is indeed correct. However, to me at least, it makes sense. I'd like to know your opinion on the subject.

He didn't only not know about 3DMG he wasn't even
sure if the spoke the same language so that's kinda
a killer for your theory - besides that there is an
thread about him.(or her?) - but well it's a new theory and
all so what do i care.

I'd even deem it possible that the city was some sort of neutral
ground and things went bad when the started shifter research.
I used the fact that he didn't know about the 3DMG to say that, despite actually controlling the king within the Walls, the Ape Titan has been minding his own business for the last 50+ years, because he knew that the Walls would protect them. After the Warriors made their move he came back.Quote:

Could be. What we know about the Warriors is pretty fuzzy, and any theory might be the one. By the way, why do people call the realm within the Walls a 'city'. Without the territories between Wall Rose and Wall Maria, the whole area is about 480.000 square km.Quote:

Another thing is that if he were working with the king one
would think that he had a contact to exchange information
with and not just test them like he did.

The Ape Titan may have instructed the King to do whatever he wants as long as humanity doesn't regain territories outside the Walls. Other than that he may have let the king do whatever he wants.Quote:
