It seems like it might have been an expansion on a previous joke that long-time watchers of the anime would be sure to catch. When Renji was asking about it in the omake portion of the anime, the animators even sort of poked fun at this filler arc a bit by pointing out how it didn't make sense that his zanpakutou spirit looked like that.

This isn't the first time Bleach has had a really nice arc and people thought it was too good to be pure filler. I can recall people clamoring over the Bount arc a long time ago and saying that Kariya was too good of a character to be purely a product of the animators. In that arc, Soi Fon killed a Bount with her shikai, and people thought that must have been material from Kubo since it hadn't been seen in the manga (the actual two-hit kill). The form of it later turned out to be different. A couple of people even thought the last anime arc (early in the arc) with Amagai was "too good" to be just from the animators and rumored about Kubo's involvement in it.

Occasionally the animators can think up good concepts. Having the zanpakutou spirits manifest is a good concept.
IMO who ever is in charge of the plot and storylines for the filler arcs in the anime is a MUCH better story teller than Kubo. Everything flows better. Reading the manga it seems like random badass fights with little to no transitions between them or decent plot development. The fillers however are excellent specially with the story.

I hope the zanpakutou arc last for a while longer maybe even get to see more Zanpakutou fight. Like the new opening has Ichigo and his hollow form fighting together in what appears to be the real world/SS.

On the main topic about Kenpachi's Zanpakutou and his absence in the beginning of the arc. Kenpachi is too damn strong just on his own without even knowing his Zanpakutou's name. Having his released would be overkill. But Ichigo did have Zangetsu removed as well after the incident with the rest. So it could still happen.

Have you watched the Bount or Amagai arcs?

I would not trust what is shown in the openings or endings. Just because it is shown in the opening does NOT mean it will happen in the anime. They probably showed Hollow Ichigo for aesthetic effect. Ichigo is unable to conjure up the hollow's spirit in the way presented in his inner world.

The anime fillers are not long by definition...so from the beginning to the end there must be a period when the pace needs to be up if the producers want to make something entertaining...the fighting scenes area awesome as well, the music...these are all contributing factors and if the plot is good then the filler is good...
The pace in the manga is slow, becuz newer characters need to be developed and there are many concepts that need to be explained...wrapping these problems in the manga takes time since it's only 5min reading time, when an anime episode is 23min.
There are new characters in this filler, but the only true new one is Muramasa, the rest of the zanpaktou are like their masters so no development is needed there.

There was anothe time when the pace was alright in the manga...Ichigo's journey in HM...but before that kubo took care of his hollowfication, introduced espada, sent hitsu and co to fight...great periods in the manga need to have a backround story to introduce important elements

On Kenpachi topic...the omake chapters explained us why his zan is missing...the studio interfered to save SS from extinction...lol

    Definition of horror:
Have you ever felt the helplessness of flushing a clogged toilet and seeing the water rise up? True fear.

Yeah, our largest filler arc was 46 episodes. That certainly is not "long" at all, considering Naruto's 85-episode long filler spam.
Amagai was 22 episodes. While the Zanpakuto Unknown Tales arc is currently at 18 episodes, it's already at the climax.
