Well.... for me , Rurouni Kenshin has the best set of OPs and EDs. Nothing better in my opinion. And I meant that as a whole. I mean there may be some single openings and endings for some anime that maybe better than all of the songs in here but I meant for a set of songs. Since a lot of animes have only 1-2 good themes and the rest sucks quite unlike Rurouni Kenshin which kept up a WICKED SICK line-up of OPs and EDs.
Some of the songs in the series.
Its Gonna Rain
Heart of Sword
Kimi ni fureru dakede
1/3 no Junjou na Kanjou
Dive to Blue
Suzumiya Haruhi's is the second for me and its would have been the first if it weren't for kenshin, naturally =D
Especially All the versions of Hare Hare Yukai and Lost my Music.
Oh, and the ending theme for Ouran High School Host Club Rocks hard as well. Its title is Shissou ,I think
Same goes for the first OP of Shakugan no Shana.

Re: Good Anime Soundtracks?
Eureka seveN has an amazing soundtrack! every opening and ending is memorable, if not downright amazing. every insert song is awesome. it is just great and everybody should listen to it. That's my opinion anyways...
Kenji Kawai's works on Fate/Stay Night, the Ghost in the Shell movies, Seirei no Moribito, Kajiura Yuki for .hack/sign, Noir, My-Hime/Otome, El Cazador and Madlax, Youko Kanno for everything she's done, including Macross Plus, Cowboy Bebop, the Ghost in the Shell TV series, RahXephon, Arjuna, Wolf's Rain and Darker than Black, Taku Iwasaki for Witch Hunter Robin, Susumu Irasawa for Berserk and Paranoia Agent, Kou Outani for Hikari to Mizu no Daphne and Shakugan no Shana, Toshihiko Sahashi for Full Metal Panic and its sequels, Gundam Seed and Seed Destiny, Toshiyuki Omori for Tsukihime, and Takayuki Hattori for Kidou Senkan Nadesico.
That's all the good ones I can think of at the moment^^;;
Susumu Hirasawa, Yoko Kanno, and Kenji Kawai are seconded!
I also like the following:
the pillows (FLCL);
The Seatbelts (w/ Yoko Kanno: Cowboy Bebop); Origa (w/ Yoko Kanno: Ghost in the Shell: SAC);
Okino Shuntaro (Last Exile); See-Saw (.hack//SIGN);
MINMI (Samurai Champloo's Shiki No Uta);
Shikao Suga (Boogiepop Phantom's Evening Shower); Hayashibara Megumi (Abenobashi Maho Shotengai's Treat or Goblins); Akino Arai (Outlaw Star)...
I like quite a lot of the Inuyasha themes, and the character singles they just came out with, but considering I'm fairly new to the anime scene, I haven't heard much else.... well, except for Yu Yu Hakusho stuff. The English version of the beginning theme is one of my favorites from that anime.
