Summary from Wikipedia: Many years ago, an ancient civilization once ruled Earth. They were known for advanced artifacts and machines, but were destroyed in the end due to the misuse of their creations. Creating indestructible message plates written in Hebrew, these people left messages for later generations, informing them that if they could not find a good use for their creations, they should be destroyed.
Various entities such as paramilitaries, national armies and armed private forces began to secretly search for these "mysterious" artifacts in order to be used for their own good and against their enemies. Only the ARCAM Corporation can stop these forces from destroying themselves with these "advanced" machines. With the help of its military arm, the ARCAM Private Army and their elite secret agents known as Spriggans (or Strikers), ARCAM plans to turn the tides of battle against those who would threaten the safety of humanity by using the dangerous artifacts.

Is this manga a seinen?
When i read it i though it was a great seinen, and i would definately call it a seinen. however, i later read it was published in a magazine called shounen sunday :S
If it is seinen, lets talk about it only got ahold of volume 1 but i love it. the second story in the book "noa's ark" felt quite epic, even tho it had so much fighting(i guess the epic part came after that )
to bad viz only released the first three volumes... and that they are very hard to find nowadays (found the first volume in a discount bin. there were none of the other two there)

btw ... Chobits, Oh my Goddess! and Emma are Seinen Manga. I think there're a couple of people wo refuse to believe that at first, so it has nothing to do with the level of violence in a manga. If you go for age ranking, then Shounen includes older Teenagers as well and i would say Spriggan (I haven't read the whole thing) has an age ranking of 16 (that's also the offical German age ranking, I'm not sure about the modifikations within the German edition). While Seinen is targeted at young man from 18-30 years, i think Spriggan is targeted at older Teens from 15-19 years

Side note, Viz censored some of the translations and removed some of the anti-American sentiment in Spriggan. I've got the RAWs for the full series if anyone is interested in taking a look at them.
Spriggan is very good, but the end was hasted.
