This is Naruto chapter 404 page 2 and may not have any meaning whatsoever...
However the Weekly Shonen Jump version of what Kisame said to Madara was different than the Manga (volume) version.
Discrepancy on what Kisame said:
WSJ: Mizukage-sama.... rather, Madara-san
Manga: Former-Mizukage-sama.... rather, Madara-san.
Again, the translations/scanslations are (from what I know) based on the WSJ version of the Japanese text. Just an explanation if there are any unforeseen changes in the expected storyline.

Kishi probably changed it because he realised people thought Madara was still the Mizukage.
Yeah I recently got vol.44 with the chapter in it. Kisame calls him "Moto Mizukage sama", which translates as fallen Mizukage as far as I'm aware.
Does this mean Madara is not the current Mizukage?
IIRC Zabuza tried to assassinate the Mizukage a long time ago, we could assume he knew about Madara? And for this reason tried to assassinate him?
And I guess this could be the reason behind Madara being ex-Mizukage.
I wouldn't be happy if I knew my village leader is from other village, lol.

This should quiet down those who still stink he's the mizukage all though some might see this as not being true. Like some don't believe the information in any of or just the third data book.
oh, come to think, I was pretty sure that Madara would appear in the 5 Kage reunion requested by Raikage. Now my hope is gone, lol. Thanks for the info, can I use the image to post the correction in a Spanish-speaking forum? (I could link here, but not everybody understands English, and not everybody has an account in MH to see the image...)

there are high chances madara is manipulating the current mizukage...
Anyway, there are a couple of things to notice about Kirigakure:
- Madara claimed Kisame to be the closest to him. Notice also that the closest person to the ex-Mizukage is a missing-nin.
- There are conflicts between Kisame and Suigetsu that could come from past and Suigetsu's brother, Mangetsu.
- Suigetsu admires Zabuza.
- And Zabuza tried to assasinate a Mizukage.
So I think there could have been two sides in conflict in Kirigakure, one lead by Mizukage Madara and Kisame, and another lead by Houzuki clan and/or Zabuza. And I suspect that former Sanbi-jinchuuriki (the kid in 420 cover) is related in a way.

I think Madara claimed that Kisame was closest to Itachi, not to Madara himself.
