Of course, he is. He did not do anything during his childhood at Fushia Town and he did not do anything with his crewmates during his seventh year. Also he did not do anything with women during his travel on Paradise. And for the last two years, he was alone on an island with Rayleigh and some beasts.

The only opportunities he could have had were with Hancock as he was several times with her on a ship but I doubt he did before going to Impel Down or just after his brother's death. Knowing that she wants to marry him, I doubt he had any sexual relation with her on his way to Sabaody Archipelago.

As much as I'd like to see a bit more seriousness in OP, I really doubt something like that and more depth relashionships will make into the manga... if something like that is ever mentioned, will be in a very sutile way, like a pregnant Hancock knockin' on the door and sayin' "Luffy, you're the father, lulz"...

True, but those answers were obvious from the start. The manga had already stated luffy's body was entirely rubber, we had already seen buggy as dozens of individual pieces and we already knew for a fact robbin use her ability with any part of her body. The notion that their privates would actually work differently from the rest of their bodies is absurd lol.

Very interesting title. As others have said, despite Luffy being 19 (was 17 at the start of the series as I recall) now, I doubt the comic would go that deep. Like Akainu said, Oda sensei said there wont be any romances. But us fans could always throw in the fan fiction or two.

Luffy is supposed to be the pure, "innocent" protagonist. The thought of Luffy actually settling down with a woman is... incomprehensible, to say the least. Luffy is clearly not smart enough to be a pervert; I am not sure if he even knows the mechanisms behind "intercourse."

Again, there is a lot we don't know about Luffy. We only know him as a pirate, as a fighter, and as a leader. Whatever he does in his personal life... Well, Oda doesn't plan on displaying anything of that sort, now does he? I don't know what Boa has done to him in his sleep or while he was unconscious... Well, I don't even want to think about it.

Luffy clearly shows no romantic feelings for any character in the series, so physical intimacy is a no-no. As for the rubber argument, well... As long as Luffy still has his reproduction organs intact, he should be able to reproduce. Luffy clearly shows that he still has fluid within him (i.e. blood, sweat, urine).

Oda doesn't want a romantic manga, nothing of that sort.

As far as the manga is concerned, Luffy's actions are ambigious. Whether he is or he is not a virgin should not even matter. There is a sense of camaderie among his fellow crewmates, a yearn for adventure. It doesn't matter either way. As long as Luffy is shown with the same bold determination that he displayed since the very beginning, he will ascend to greatness.

Yeah, i think he is. He grew up with another boy(s) in a forest, no feminine presence(i don't count Dandan as one)... he probably doesn't even know how to deal with it.
He seems to be very naive in this kind of thing, so i don't see Luffy picking up woman in some island.
Like was already said, in the timeskip he was with Rayleigh and some beasts, so nothing there. Boa can't even look Luffy in the eyes, let alone do something more bold.
In my mind, the only way for Luffy find the "true happines" is by the other side iniciative... lol
Now, if we talk about the other crew members, everyone outside chopper(and maybe Usopp) has a chance of have done that already.

As I recall there's one time, He describe Alvida as "Beautiful" so he is indeed not that naive, he's even shown to have reactions when saw Nami's "Goodies" (When Usopp's around) We see that Gon in HxH is as well knows this stuff about women and he's even younger. So the thoughts alone that's Luffy isn't a virgin isn't completely impossible right? ^-^

Well the reaction to Namis Happiness-punch was afaik described as Luffy copying the reactions of the others, might be wrong on that though, but I think that's just it.

What I find way more remarkable is Luffys clear and hard 'no' towards Hancock in chapter 598. Before he was like "sure, why not" or "I don't care, is there food involved?" but now he seems to at least have an idea what marriage is about. So Rayleigh at least seems to have taught him one thing in addition to Haki and it's also absolutely logical since when married, Luffy couldn't be the freest person there is on the sea (in that case marriage weirdly has nothing to do with virginity)

Well I can some what imagine some comic relief where everyone thinks Luffy won't know what sex is and he says, "What, I'm 19 do you think I'm a virgin O_O!"
