The game is won by the Townies only if all Mafia Members got lynched. Mafia Boss' death doesn't mean the mafia has lost.
Whats the purpose of the mafia boss BTW? Isn't that a regular mafia member?
The mafia boss sends the final decision on who to kill. All the mafia members have an equal vote but it's the boss who sends the PM to Evil.
After this game Mafia will be on hiatus. Hope you don't mind too much

In regards to the enthusiasm problem, personally i think there are two things that can be changed to make the game get more attention and garner more interest. Firstly i think there should be a certain time span in between games being started (say a week or a fortnight) so that it doesn't become repetitive. This was the case with the last two games that were played straight after each other. It was a bit sudden and the people that began losing interest I noticed were the older players. The newer players were more enthusiastic and posted more.
While the main theme of the game is good there is a danger of it being repetitive and losing the main emotional value. The MR game for instance is played because people want not only to win but the punishment is also a major appeal. This game doesnt have something similar so its only appeal is the actual gameplay itself. So if this becomes repetitive and monotonous people will of course lose enthusiasm for it. And playing the same game consecutively does make it monotonous.
Another point is the role-playing. I believe it would be better if the RPG roles were theme based to get more interest in the game. These theme based roles will identify with the players more because people have a closer connection to them. So rather than someone randomly being a "hairdresser" they would find it more interesting if they were, Vegeta or a "Marine" for example. Another things this can achieve is to differentiate between games. There is no set way in which we differentiate between games, with a theme this could change. Having them simply remain nameless and bland devalues the connection people have to it. For example winning Game 1 is less appealing than winning the "DBZ" version. My two cents anyway.

Instead of assigning players to characters, why not have a theme for the entire round.
Like, we're just a bunch of villagers in a Transylvanian town which has problems with, werewolves or something.
