It's not Oda's doing so that's why the author can make so many pages.

Because it's the first chapter... First chapters do ALWAYS have more chapters than those within serialization. And the current One Piece chapter is short because Oda works on the 11th movie that will come 2011.

The spin-off itself is for little children. Nothing meant to be read by 14y+ readers...

actually...you are right
it's the first chapter so it's longer than the others,the previous is the chapter 0,the chapter "pilot",usually an experiment(but it's usually longer than a chapter..., this time not).
