The WG would know that noone of them would accept so there's no point in asking.
It's an obvious no, cause Strawhats won't accept such an offer and even more important is that Mugivaras crossed the most important line: they directly declared War against the World Government and their Captain Luffy participated in trashing all three main facilities of WG and also Mugivaras kicked three Tenryubito's asses.
WG won't offer any shijubakai
BUT Buggy might be shijubakai he is very well known at the WAR (but not that powerful)
If in the future the crew needs the Shichibukai's privileges to fulfil a specific purpose or save someone, Luffy, Zoro or Sanji might accept the invitation (or request one), but I think it is really improbable.
I'd say it's possible Luffy will be offered a Shichibukai position - perhaps even Zoro, as well.
I mean, why wouldn't they? We know they don't mind electing D's as Shichibukais (Ace was offered the position, and BB was a Shichibukai). Luffy & Zoro are both infamous enough to use as a political weapon designed to scare people away from a path of piracy. The only reason for the WG to avoid offering Luffy the position, as I see it, is if they consider Garp's attitude. If they do, and learn that Luffy is largely the same, then they'll realize it's no use.
These were active declarations of war: after these events, there's no way that the WG would offer shikibukai positions to any of these men were they all still alive. In the same manner, Luffy has been considered to have declared war on the WG twice (his burning of the Enies Lobby flag and his ringing of the bell 16 times at marineford), and I don't think the WG will ever offer him a position.
As you noted, however, Jinbe was offered a position even though he fought and defeated a ton of marines throughout his career, and his captain trashed the holy land. In this way, I think it is possible that other members of the crew are offered positions, but not while Luffy's still alive. It'd be foolish of the WG to offer a position to... say, Zoro or Sanji while their captain is still at large. There's no way that they would abandon Luffy to join the Shikibukai, and the WG would just lose face by offering a position that they know would be shot down immediately.
Also, when you brought up your Ace example, I don't think the WG was aware of his being the son of Gold Roger. http://www.mangareader.net/103-17410...apter-552.html if you look here in the flashback, they say that they have no background information on where this new D. appeared from. If they had known he was the son of Roger, I highly doubt they would've offered him the position, since they considered his very existence to be a crime.
Luffy's done too much to be considered a Shichibukai. It would make no sense for the World Government to ask someone who's directly attacked 3 of their main locations, not to mention him being Dragon's son. In the case of Jimbei, he was asked mainly because he was a fishman, to display some sort of friendship between fishmen and humans.
Can't see them as Shichibukai, not from boths point of views, at all...
Luffy is a free spirit, he dosn't want to be bound by someone, issn't that what his dream is all about? freedom and adventures?
While Shichibukai should be fearsome, they should be working for the World Goverments interest, and the Mugiware do whatever they feel like... If they ever got the title, it would ve very very shortlived considering Luffy does whatever he wants in a given situation.
Gotta agree with other post's, while it would be interesting, it's highly unlikely considering all Luffy's done..
Remember the point of the threat is NOT about the strawhats being willing to become shichibukai but about the possibility of the world government offering any of them the position. I get the impression many posts mix both ideas....
I don't agree with the shichibukai working in the world government's interest though. based on what we have seen the world goverment has virtually no control over them. Mihawk regularly does as he pleases and he was said to rarely attend the shichibukai meetings. heck, mihawk trained zoro to the point where zoro acquired an amount of strength which would be relevant in the grand scheme of things, hardly something someone loyal to the world government would do... Flamingo was behind a good deal of the slavery business in SA. heck, he even told a high ranking officer he was not going to follow orders. Moria and crocodile had enough freedom behind them that they managed to build enormous armies without the world government noticing. Boa was originally less than willing to fight for the world government and even during the war she indiscriminately fought both pirates and marines. The world government has so little control over the shichibukai that what ultimately made them attend the war seemed to be the imminent threat of losing their shichibukai status.
The individual agenda's of the Shichibukai quite clearly doesn't match the World Government wants and needs, but I'm quite certain that publicly, the Shichibukai doesn't cross the World Government (and if they do, they are given the boot/the rope) - which is the important part for the World Government; they want the Shichibukai's fearsome reputation to intimidate and deter their enemies (in addition to the Marines influence).
Privately though, the Shichibukai's obviously does thing that isn't in line with the World Government interest (e.g. Mihawk training Zoro during the time-skip, Crocodile scheming to take down a country, Doflamingo and his slave business and so on and so forth), but I'd think that the World Government accept that the Shichibukai are hard to rein in, and thus allow them their private agendas (to an extent) - as long as they don't publicly go against the World Government and follow their orders when it really matters (e.g. the battle at Marinford).

^Well, but for most shichibukai there was at least a time when they did cross the government quite publicly. Jinbe was crewmate of the guy who trashed majiroa and after he took over the fishmen pirates he kept fighting the marines quite openly. Obviously he did not trash ennies lobbies, marineford and ID at the time but in that regard neither has any of luffy's crewmates. If the marines were willing to overlook Tiger trashing majiroa when selecting jinbe then it is not too far fetched they would overlook the incidents involving the strawhats, specially if the two more significant ones were devoid of the crew. Kuma was a revolutionary leader, as much as an enemy to the world government if not more than luffy ever was and he still got offered the position although it is true he had a weird deal there. Boa is less than friendly with the marines even if she has a shichibukai title... heck, she is the empress of a nation of pirates. The manga has implied buggy is a shichibukai (called it before anyone ever did BTW lol) nowadays and according to the world he is directly responsible for what happened in ID, he made a difference in the WB war, is best friends with shanks and was a former pirate king crewmate. I agree in that luffy being offered a position would perhaps be too much (although based on the precedents it shouldn't be outright discarded as a possibility) but in turn any other strawhat should be a perfectly viable candidate.
Some people are keep saying the strawhats won't accept the position which is 100% but that's not an answer to the question. The question is will they be "OFFERED" the position. I'm not saying that one of them are going to be shichibukai because they aren't. But they're are too many people not actually answering the question.
Buggy would be a pretty good option though, I would like to see that. WG need to pick someone to balance out the Yonkou atm, and they need someone that won't ditch like Jinbei. Someone with a lot of power over an area is what is needed.

A underling don't get offered a shichibukai position! Like Boa an BB that had tips while being shichibukais, it's obvious that if the leader accepts all the power he has (including crew members) will go as well! LUFFY is the only one who could be offered a position as shichibuk and i hardily think he wil
I could see this happening in only two to three scenarios. Someone close to luffy is in danger and he needs a connection to the gov't to save this person or before going to a certain place an item or thing is needed through the world gov't so before moving forward he needs to acquire such a thing.
Now issues with this is I don't see the gov't sending him one but I would laugh however if they chose too. He would use the title for like what one week tops and do something crazy luffy is not like BB he's impatient. XD
