I noticed that with the information revealed, the only person who can possibly die in the election is Gon.
Right now we have the following guys who can never vote, but must appear to be able to vote:
18 MIAs (caused by VP, he would never admit they're dead, of course).
Netero (his death is only knew to select few)
The following guys are extremely unlikely to vote:
Gon (in a coma)
Assume a population of 600 Hunters, that's 20 people who will not be able to vote every single time. If even one more Hunter died, there would never be any conclusion because 20 is > 5% of 599. It doesn't matter how well you covered it up, you'll reach a physical impossibilty unless...
1. The VP admits he was behind the MIAs and those guys are really all dead.
2. The Association announces Netero's death.
3. Gon dies.
#1 is basically impossible since that'd ruin VP's political career.
#2 seem pretty much impossible in the political climate of HXH. They went through great lengths to hide Netero's death to the general population.
This also means #3 is the only way you can try to get out of the mess, because Gon is already in a coma, so if he died it wouldn't seem unreasonable. This also eliminates 1 of the 'no vote' votes.
Given Killua is almost certainly not going to vote right now, which brings the 'no vote' to 21, this means the VP has to try to attempt to kill Gon to get the 'no vote' count down to a number where a resolution is possible.
In the trasnlation says "All hunters are candidates and voters"---> that means that anyone can be candidate to be President right?...
Does not that mean that will it be a complete chaos?
It just occured to me that Netero's last words must not be worth very much if the Zodiac can decide to go with the rules of whatever name they got from the lottery. I wonder how these guys ever get anything done? It seems like everyone dislikes everyone else on that committee but they need a majority. Or maybe lottery is how they usually resolve things, sort of like the Spiders' coin flip method to settle disputes.
Edit: The translation above seems to say the Zodiac write down what major premises needs to be filled. A different translation I got says 'write down your method while fulfilling the major premises of 'everyone must vote' and 'at least 95% attendence'. That'd make a lot more sense.
I wonder what the VP wrote as the method. "I am the only candidate"?

Yohohoho. I was right in the end, that guy is indeed Gin.
It seems that the dog and the monkey don't get along well, there's a japanese tale about it so I thought it would end up like this.
The Vice-Chairman is probably the next Big Bad, in the end we were all right about it.
I'm sure that Togashi reads ours predictions here.
And thus Ging started the Hunter Genocide lol.
I wonder where he's going with this I mean isn't Hisoka also a Hunter, seems like a good way to find a lot of powerful opponents to kill. Wonder what's gonna happen next chapter XD.
Togashi characterized the Vice Chairman really good, his character totally fits that of a rat: that guy has definetly dirt on him. He not only straight out threatened Ging by 'visiting' Gon and in addition we find out, that 18 Hunters went missing during his office, which is even more unusual then mysteriously dying.
With the revelation of every Hunter being a candidate and a voter. I wonder how things will unfold.
I just hope Rat-guy didn't actually make this suggestion, adding Ging's name to be a asshole.
After all, this suggestion might help him.
One of the guy says 'Are Morel and Novu too important for this?' so it seems like those two are ranked even higher. I guess that makes sense because otherwise why didn't Netero called on these guys to help?

It's interesting how Gin and Pariston (I thought it was "Paristown", but whatever) are exact opposites in everything. Gin is careless even in his looks (unshaved and lousy clothing) while Paris measures everything about himself, his gestures and choices alike. VP is also the least trustworthy character, while Gin is entirely truthfull.
Judging by Hisoka's hint, I'd say from their personalities that Gin is a Reinforcement user, and Pariston a Transformation user. So much confidence in Gon, Gin really is the best lousiest father! xD
Netero likely picked the guys for the job because he would likely end everything on his own in the end. I doubt Novu and Morel are higher than these guys, they're not that smart or tough.
It seems to me like they're special agents, like MacGyver, that are called to help solve important cases. But not necessarily the most capable ones, just guys specialized in this kind of job.
i think this Arc will take a lot of years to finish if Togashi puts his Hiatus face again
and if that happen when Gon wakes up it he will be 20 years old hahahahaha
