Borsalino comes from the movie Truck Yarou, where Kunie Tanaka, who's the inspiration for the characters looks, played a character named Borsalino. Akainu and Aokiji are inspired likewise with borrowed features of characters the certain actor played in some of his movies.

Oda's got to tease us with WB and BB somehow, otherwise the Marineford plot would have come out of nowhere.

There is a joke involving the real name of Blackbeard:
Historically, the pirate Blackbeard was a very fearsome as he is portrayed in One Piece by Oda. The pirate ship of Blackbeard was discovered in North Carolina in 1996, and possibly influenced Oda One Piece when he began in 1997, evidenced by statements that Oda was his favorite historical era pirate Blackbeard.
The name of Marshall D. Teach is partially removed from the name of the alleged real Blackbeard, Edward Teach. His former captain, Whitebeard, received the first Blackbeard's real name (making it as Edward Newgate). Even the name of his first known victim, a former commander of the Fourth Division of the Whitebeard Pirates - Thatch is actually one of the names commonly used for real-life pirate Blackbeard.
The real Blackbeard also surrendered in exchange for a pardon only to return to piracy, and a comparison can be drawn between this and Marshall D. Teach is to join him for the Shichibukai (whose rewards are withdrawn), only to turn his back to the group later.

he can make up pretty unique characters / storylines / powers and whatnots, but that also means he likes reading or watching TV to get so many ideas (aside from his very smart imagination) from things to use in One Piece right?

personality: obviously inspired from son gokou (dragon ball)
appearance: (can someone please help me find it T_T) there is a certain "strawhat" wearing bystander in dragon ball manga, i forgot where i can find it but its somewhere in the cell arc/saga.
if you think about it, thats how great oda's imagination is...pulling out a random character in his favorite series and turning it into his main character.

bulma (dragon ball)....well maybe im reaching here...but i see similarities (in personality and some on apperances and both of their roles with the main antagonists : luffy and gokou)
BLACK LEG SANJI:
now this is kinda a wild guess...LOL...one piece is released in 1997...the art of fighting (later merged with king of fighters) was released bck in 1992...plus:
1. king also uses almost exclusive "kick attacks"
2. though she is a girl
3. also dresses sanji-esque
if you ask me about sanji (and other bunch of one piece character's) fashion sense....i guess it came from the movie "reservoir dogs" by quentin tarantino

Women's names are usually either based on names flowers (All Kuja i.e.) or birds (Tashigi, Kuina, Robin i.e.) - either japanese or the scientific name
