Tobi wins. It took numerous explosive tags and trickery to hurt Tobi, and it took unknown version of Hiraishin to hurt Tobi. Even Raikage's speed and Minato's reflexes weren't enough to touch him. Naruto likely doesn't have enough speed and can't keep up attacking continuously to hurt or seriously hurt Tobi.
