But to be honest I don't think she has a lot of competition. For me it's pretty much down her and Konan; and I feel Tsunade's origin story is much stronger, so i give her the edge.

Kushina. She made a stronger impression on me in just a few chapters than all the other females have done in the entire manga. She was truly a great person, and a character I wish we could have seen more frequently. Years ago I hoped that Kushina was still lurking around in the world. Sadly she had to die with Minato.

Konan. She may have been on the sidelines for most of the series, but when she took the spotlight, she proved her worth.

Mei Terumi. I find her quite charming and since most of the female characters are pretty crappy, she wins by default.
