Gaara the commander general of the united shinobi alliance. His speeches and demeanor with the other kages were legen..... dary!
His missions as a leader were usually good, the only exception that I can remember being with Obito and Rin.
Minato Namikaze. He was the ultimate good hearted leader.
He may not be the nice guy, and he sealed his root members so they couldn't talk to anybody about secrets. His intentions were always to protect konoha and his organisation was 100% loyal with him.
Great warrior. Had the respect even of his mortal enemy (Madara). Was able to bring togeder 2 rival clans (Uchiha and Senju), create a village and set an example that started the village system thing. Of course he also was a Kage :P
That's a really difficult choice, but I would go with Kakashi.
He is a great Shinobi in every sense and also is a good strategist and leader. I also really like his personality.
Gaara he is the freakin head general for a reason

I will vote for Minato. Not simply because I am a fanboy XD, but he showed maturity, the willing to sacrifice, and he was humble and kind.

I really don't see Gaara as a good leader... (Sorry for everyone who voted for him...).
His speech didn't reach me...
I simply see him as a Naruto believer... and that's pretty much it...
And, we haven't really see him lead anyone really...
It sucks that Naruto doesn't have the skills yet, cause he could be the best leader around, but he's not there yet...
Seeing how badly Sasuke turned out, I can't really vote for Kakashi either, even if it's not really his fault...
I'll vote for Shodai.
He was able by himself to create the whole village system and rally every enemy, including the Uchiha, to create a long-lasting peace.
That's something to be impressed about.
For the sake of variety I nominate Shikamaru for this category, although it's strange that noone else did it already.
