Hi oropodead - If you have not already, look around the available tutorials we have here. I'm sure one or more would match what you're looking for and welcome to mh.

If you can't find any other tutorials here (which I'm sure there is one here), go check out the tutorials at deviantart. The style you should be looking for is a cel shading style. The tutorials can show you how to do a basic cel shade, but mainly for the most part you just have to practice it. As for the background, that's all painting (see how there's no actual lines in them, only Jiraiya).
