Miria likes power, likes playing the role of only leader (we see indication of that when Flora explained Miria's reasoning and messed with her or when Miria went after Clare to be still a leader). She doesn't like disobedience that's why she assigned Clare bodyguards. Clare's previous behaviour triggered that (when she didn't listen to her and escape from Riful when everyone did). What's more Clare is more valuable to her than Yuma or Cynthia so she prefers to risk their lives to increase chances that Clare will come back safely. She helps Clare in a way - true, but by doing so her revenge is more plausible and it's just a side effect. She's not as pure as Deneve describes her. She's even risking safety of Rabona because it serves her purpose. Heck, she uses Galatea's affection to the holy city so that she could be of use to her. She explained how evil organization was to gain Miata's and Clarice's trust so they wouldn't be a hindrance to her cause and maybe become even allies.
When Clare wanted to leave her she fought with Clare because she didn't want to allow to lose such valuable asset. "If you want to go south, do so after beating me" was Miria's response. She wanted to control Clare's life, tell me it's not manipulative behaviour. After the fight (which coincidently ended the moment Clare used her windcutter) Miria told that it was to make sure Clare could handle herself but I wouldn't be so sure about that. I think she knew she was weaker than Clare and it was all just for show. I think if Clare lost she would have told her to do as she pleases and left her because she wouldn't be of much help anyway (but again, she knew this wouldn't happen, the moment Clare got serious a bit the fight was over). Then she asked Clare about her motives and conveniently assumed that she has the same one as her so she went with her (Which direction are you heading to? South. Oh what a coincidence, I'm going there two, I will go with you). She knew that the rest of them wouldn't want to leave two most important people in the Fab 7 band so Miria allowed them to make "their" choice themselves. Helen was the easiest to handle, Deneve would go anywhere where Helen went, and rookies wouldn't want to live in the North by themselves where it wasn't too safe.
While Deneve and Helen are clearly worshiping Miria, Phantom-woman doesn't think of them much. Miria didn't give a damn about Helen being SERIOUSLY injured when Dee came with the news. She also abandoned them earlier without blink of an eye when Clare decided to leave them. Of course she didn't forbid them to come along but still...
When Miria was fighting Rigaldo she didn't know what to do. If not for Clare, Deneve and Helen she would be dead. Also it was Jean not Miria that noticed first that Rigaldo is going after captains and if she didn't shouted it and wasn't distracted she might have defended herself better. As I've written earlier, Alicia and Beth leaving HQ was the same as Priscilla showing in Clare's face. It was Miria's weak point, her hatred. Miria's Pieta plan wasn't perfect. She wouldn't succeed if not for suppressant pills which somehow she got. That was the best part of her plan. With suppressant pills anyone with average intelligence would use them. Before the battle Miria was talking gibberish in a cave instead of evacuating people (humans that were still in Pieta). It would be a safe bet to assume that Rafaela wouldn't execute all of them - she was a Claymore after all, not mass murderer (at least they've had no reason to believe so). Besides, for all they knew she was #5 only suggesting she wasn't THAT strong. And Miria knew that not only strong ex single digits are among male ABs but also Isley - Abyssal One. So would you rather take your chances with Rafaela (who for all you knew was strong but not insanely strong) or face Isley and his minions?
As for running into male ABs, all they had to do was to scatter or fall back and go up north, knowing that MAB (male AB) wanted to go after MiB there would be small chances of them going after them or Claymores encountering them. And when the pills effect would wear off MAB would be long gone and MiB would have their hands full after losing 24 warriors and Isley making his move personally. All this meeting for half-awakends exclusively was only to let everyone know that they have 0 chances of survival which served no purpose at all. It could only break their morale. Also her plan looks even less impressive if you take into account she knew about the mission much earlier than the rest of Claymores, being a leader and all (Clare and Jean for example learned about it last minute).

Also Counting on ABs not wounding Claymores fatally was retarded. Miria's Pieta plan could only work if they were hit unconscious and yet not give a fatal injury. Which is close to impossible. Usually Claymores are cut to shreds when attacked but when it came to Fab 7 they were super lucky, lol. Being surrounded from all sides makes it even more ridiculous.
