No...he is stupid becuase he wastes his time and chakra to play with Zetsus instead of heading straight to Konoha and White Zetsus are no problem for anyone really...And those Zetsus are probably not only thing he will fight with in the nearest future.

Sasuke can't master his EMS by waiting to fight someone kage level. He has to work on using it on fodder so that he's prepared by the time he fights the big guns. Killing these Zetsu is his training regimen. Besides he'll have plenty of time to rest and regain chakra once he reaches well... whoever.
